SRINAGAR: The Jammu and Kashmir government on Friday informed the Legislative Assembly that relief and restoration measures are underway in rain- and flood-affected areas of Rajouri and Poonch districts, with more than ₹11 crore released under the State Disaster Response Fund (SDRF) and Chief Minister’s Relief Fund (CMRF).
Replying to a Calling Attention Motion moved by MLA Muzaffar Iqbal Khan, Deputy Chief Minister Surinder Kumar Choudhary said ₹300 lakh under SDRF and ₹281 lakh under CMRF had been released for Rajouri district. For Poonch, ₹400 lakh had been provided under SDRF and ₹137 lakh under CMRF.
Choudhary, who replied on behalf of Chief Minister Omar Abdullah in his capacity as Minister in charge of Disaster Management, Relief, Rehabilitation and Reconstruction, said ₹75.52 lakh had been disbursed to 149 affected families in Thanamandi constituency under SDRF norms, while ₹120.50 lakh had been provided to 138 families through the CMRF. In Poonch district, ₹216.38 lakh had been disbursed to affected families under SDRF.
The government also informed the House that ₹5 crore each had been sanctioned for Rajouri and Poonch under the Union Territory Capex Budget to undertake restoration and reconstruction of damaged infrastructure.
Providing details of the damage, the Deputy Chief Minister said Thanamandi constituency reported damage to 182 roads, 25 high-tension poles and 33 KV line infrastructure, 70 transformers, 72 drinking water schemes, 51.98 hectares of agricultural land, 1.90 hectares of horticulture land and 149 houses.
In Poonch district, 388 roads, 55 bridges, 29 power stations and transformers, 72 drinking water schemes, 217.7 hectares of agricultural land and 379 houses were affected, he said.
The government placed the estimated restoration cost for roads, bridges, power and water infrastructure in Thanamandi at over ₹245 crore. The final damage assessment for Rajouri district stands at ₹460.23 crore, including ₹185.18 crore for roads and bridges, ₹31.44 crore for power infrastructure and ₹243.61 crore for water supply schemes.
For Poonch district, the final assessment has been pegged at about ₹209.21 crore, including ₹181.86 crore for roads and bridges, ₹2.34 crore for power infrastructure, ₹23.15 crore for water supply schemes and ₹1.87 crore for khuls.
The government said an institutional mechanism involving district administrations and line departments is already in place for assessment, restoration and rehabilitation works and that the situation is being monitored continuously.
Choudhary also informed the House that the government has approached the Union Ministry of Home Affairs for deputation of an Inter-Ministerial Central Team (IMCT) to assess the impact of flash floods, floods, cloudbursts and landslides that occurred during the 2026 monsoon season in Jammu and Kashmir.
He said all damage claims are being verified through designated committees to ensure eligible beneficiaries receive relief in accordance with prescribed norms.
