Srinagar: The Legal Metrology Department (LMD) has intensified enforcement and compliance activities across Jammu and Kashmir, realising approximately ₹44.55 lakh in revenue and ₹9.10 lakh through composition during August 2026, according to official figures.
The department has also introduced the Improvement Notice mechanism under Jan Vishwas 2.0, allowing establishments with minor or rectifiable deficiencies an opportunity to address violations within a prescribed period before penal action is initiated, where warranted.
Officials said more than 50 Improvement Notices have been issued so far as part of the compliance-oriented approach, which aims to encourage voluntary adherence to regulations while ensuring strict action against serious or repeated violations.
The department said its enforcement framework has been strengthened through the Jammu and Kashmir Legal Metrology Enforcement Rules, 2026, and a revised fee structure intended to bring greater transparency and uniformity in regulatory services, enforcement procedures and statutory fees.
During September, Legal Metrology officials in Kulgam took action against two sellers on the Amazon e-commerce platform for violations initially detected in July. Both sellers were penalised ₹25,000 each, resulting in a total recovery of ₹50,000.
In a separate case, Consumer Protection authorities in Jammu imposed a penalty of ₹75,000 on a spare-parts establishment for violating applicable provisions.
Officials also reported a significant enforcement action in Kupwara, where an inspection of a gas agency following a consumer complaint detected domestic LPG cylinders that were allegedly underfilled beyond permissible limits. The matter was taken up with the manufacturer, and the bottling plant subsequently compounded the offence by paying a penalty of ₹2 lakh and providing a written assurance of future compliance with the Legal Metrology Act, 2009.
Controller, Legal Metrology, J&K, Shiv Kumar Gupta directed field formations to maintain sustained market surveillance and ensure effective implementation of the new enforcement framework.
The department said the objective of the revised approach is to balance ease of compliance with effective enforcement while ensuring accuracy in weights and measures, fair trade practices and protection of consumer interests across the Union Territory.
