Leh: The regulation providing for a Bench of the High Court of Jammu and Kashmir and Ladakh to sit in the Union Territory of Ladakh came into force on Saturday, marking a key step towards establishing a High Court Bench in the region.
According to an official notification, Lieutenant Governor Vinai Kumar Saxena has appointed September 5, 2026, as the date from which the Union Territory of Ladakh (Sitting of Bench of the High Court of Jammu and Kashmir and Ladakh in Ladakh) Regulation, 2026 comes into effect.
The regulation was promulgated by the President of India on August 27, 2026. It provides that the law would come into force on a date to be notified by the Administrator of the Union Territory.
Officials said the regulation’s implementation will facilitate further steps required for establishing and operationalising the High Court Bench, including consultations with the High Court of Jammu and Kashmir and Ladakh and relevant departments regarding judicial, administrative, infrastructural, financial and logistical arrangements.
The move is expected to improve access to justice for residents of Ladakh, particularly those living in remote and far-flung areas who currently have to travel outside the Union Territory for High Court proceedings.
According to the official communication, the establishment of a Bench in Ladakh is expected to reduce the time, cost and logistical difficulties faced by litigants in accessing higher judicial services.
In a statement, Lieutenant Governor Saxena described the development as a significant step towards making the justice delivery system more accessible to the people of Ladakh.
He said the measure assumes added importance in a geographically vast region where difficult terrain, long distances and adverse weather conditions often make travel outside the Union Territory challenging.
The coming into force of the regulation clears the way for the administrative and infrastructural processes required before the High Court Bench becomes operational in Ladakh.
