Industrial expansion in Jammu and Kashmir has reached a stage where the limits of the original framework are being tested. The scheme launched in 2021 was built on a large allocation and a long horizon, but the demand from industrial houses has outpaced the initial cap. The decision to use available savings for registering units beyond the first 918 is not a routine adjustment; it is a recognition that the appetite for investment is stronger than anticipated and that the region’s economic base is ready for wider participation.

The availability of Rs 5630.75 crore, drawn from differences between proposed and actual investments and from GST-related savings, creates space for new enterprises to enter. This ensures that proposals waiting for registration are not left outside the fold. The insistence on keeping financial liability within the approved outlay maintains discipline while allowing expansion. Flexibility in fund allocation across incentive components adds strength, enabling resources to be directed where they are most needed without altering the overall scheme amount.

The registration process remains central to credibility. By tying priority to the date of completed documentation and mandating transparency in communication of deficiencies, the framework ensures fairness.
