Assembly panel reviews PWD, HUDD functioning; seeks action plan on Srinagar waterlogging

Srinagar: The Committee on Government Assurances of the Jammu and Kashmir Legislative Assembly on Monday reviewed the functioning of the Public Works Department (PWD) and Housing and Urban Development Department (HUDD), with members stressing equitable development, transparency and timely execution of projects across the Union Territory.

The meeting, held at the Assembly Complex here, was chaired by committee chairman and MLA Ali Mohammad Sagar. Members Ghulam Mohi-ud-Din Mir, Iftikhar Ahmad, Waheed-ur-Rehman Para and Shabir Ahmad Kullay attended the meeting.

Commissioner Secretary, HUDD, Mandeep Kaur; Srinagar Municipal Corporation Commissioner Fazlul Haseeb; Jammu Municipal Corporation Commissioner Devansh Yadav; vice-chairpersons of LCMA, JDA and SDA, besides Secretary J&K Legislative Assembly Manoj Kumar Pandita and other officials, were also present.

During the meeting, the committee held detailed deliberations on constituency-wise allocation of funds under the Roads Sector for 2026-27. Members also reviewed the status of works being executed under the UT Capex Budget, NABARD and the Pradhan Mantri Gram Sadak Yojana (PMGSY) across Jammu and Kashmir.

Speaking during the meeting, Ali Mohammad Sagar said development must reach every corner of Jammu and Kashmir without bias and directed the concerned departments to ensure equitable distribution of resources.

Taking serious note of the recurring problem of waterlogging in Srinagar, Sagar said residents continue to face significant difficulties during periods of rainfall. He directed HUDD officials to furnish detailed action-taken reports and submit a time-bound plan to address drainage issues before the onset of the next rainy season.

The chairman also emphasised the importance of utilising the experience and institutional knowledge of officers while implementing developmental projects.

He said Jammu and Kashmir has experienced engineers and administrators who understand local terrain, weather-related challenges and public requirements, and stressed that their expertise should be fully utilised to ensure quality, durability and transparency in project execution.

Sagar further said members of the committee have been entrusted with ensuring that development reaches the grassroots and that projects are completed in a transparent and time-bound manner. He underscored the importance of coordination between the Legislature and the Executive for responsive governance and effective delivery of public services.

The committee also stressed the need for close monitoring of infrastructure projects and timely implementation of developmental works to ensure that public resources are utilised efficiently and intended benefits reach people across the Union Territory.
