SRINAGAR: Chief Secretary Atal Dulloo on Friday reviewed the progress of Information Technology (IT) and e-governance projects being implemented across various departments in collaboration with the Bhaskaracharya National Institute for Space Applications and Geo-informatics (BISAG-N).
The meeting was attended by Commissioner Secretary, IT, Saurabh Bhagat; Special Director General, BISAG-N, Vinay Thakur; administrative secretaries, heads of departments, senior police officers, representatives of the National Informatics Centre (NIC) and other stakeholder agencies.
According to an official statement, the Chief Secretary conducted a department-wise review of ongoing digital governance initiatives to assess implementation, identify bottlenecks, review timelines and expedite projects aimed at improving governance, transparency and citizen service delivery.
Dulloo underscored that digital transformation is a key pillar of governance reforms and directed departments to ensure close coordination with BISAG-N for timely completion of pending modules. He stressed that technology-enabled interventions should simplify procedures, improve accountability and make public services more efficient and accessible. He also called for seamless integration of departmental databases, continuous monitoring of projects and greater use of emerging technologies, including artificial intelligence.
Reviewing the Finance Department’s AI-based GST Analytics and Fraud Detection Portal, the meeting was informed that the platform has helped strengthen tax compliance through advanced analytics, with over 4,300 notices issued, resulting in significant revenue recovery.
The meeting also reviewed the End-to-End Energy Tracking and Management System (EETMS) of the Power Development Department, which has entered the operational deployment phase with live dashboards, role-based access and management information system (MIS) reports. Future phases will incorporate artificial intelligence and machine learning for demand forecasting and predictive maintenance.
The Integrated Mining Surveillance System (IMSS), developed for the Mining Department, was also reviewed. The satellite and GPS-enabled platform is being used to detect illegal mining activities and monitor mineral transportation vehicles, with thousands of vehicles already integrated into the system.
In the School Education Department, the meeting reviewed the JK e-Pathshala educational television channel, which is broadcasting curriculum-based content round the clock to improve access to learning resources, particularly in remote areas.
The Tourism Department presented progress on the redesigned JK Tourism web portal and mobile application featuring an AI-powered chatbot, integrated tourist information, itinerary planning, hotel and transport onboarding, and digital payment facilities to improve visitor experience.
The Chief Secretary also reviewed digital initiatives of the Agriculture Production Department, including Kisan Khidmat Ghar, Kisan Sathi, Daksh Kisan and the JKCIP Portal, aimed at strengthening digital agriculture services and improving scheme implementation and farmer support.
Reviewing the JK Samadhan grievance redressal platform, Dulloo directed the concerned agencies to expedite remaining work to further strengthen public grievance redressal. The Revenue Department also briefed the meeting on the modernisation of land records, digitisation of Jamabandis, workflow automation and mutation management systems.
The meeting further reviewed the implementation of several other digital governance initiatives, including the Single Window System for Recruitment Rules, Unified Cooperative Dashboard, PMAY-Urban 2.0 Household Survey Application, Mission YUVA mobile application, JK SeHAT mobile application, District Good Governance Dashboard, Digital Digest of Statistics, Village Planning Portal, Family ID Project, Industrial Mapping Application, Forest e-Behak System, Anganwadi GIS Tracking Platform and the PWD Digital Project Monitoring System.
The Chief Secretary directed departments to complete pending deliverables within stipulated timelines and strengthen inter-departmental coordination to ensure early operationalisation of all digital governance projects across the Union Territory, the statement said.
