SRINAGAR: Chief Secretary Atal Dulloo on Wednesday reviewed the implementation strategy for the Bharat Audyogik Vikas Yojana (BHAVYA) and directed departments to expedite the preparation and submission of Detailed Project Reports (DPRs) for proposed plug-and-play industrial parks in Jammu and Kashmir.
Chairing a high-level meeting, Dulloo reviewed DPRs for the proposed industrial parks at Pekhari in Samba district and Nowgam in Srinagar. He directed the Power Development Department and the Public Works (R&B) Department to vet the DPRs to ensure their technical feasibility before they are submitted to the Government of India.
The meeting was attended by senior officers, including the Additional Chief Secretaries of the Power Development and Finance departments, Commissioner Secretary, Industries and Commerce, and the Managing Director of SIDCO.
The Chief Secretary also reviewed the status of land identified for the projects and directed the departments concerned to expedite procedural formalities related to land transfer and other approvals to avoid delays.
He reviewed the proposed implementation framework, including the constitution of Special Purpose Vehicles (SPVs), project execution arrangements and monitoring mechanisms, and called for close coordination among all stakeholder departments to secure statutory clearances and technical approvals in time.
Officials informed the meeting that Jammu and Kashmir plans to submit two proposals under the centrally sponsored BHAVYA scheme before the July 31 deadline.
The meeting was informed that the proposed industrial park at Pekhari, Samba, will be developed over 83.97 acres at an estimated cost of ₹211.64 crore, while the Nowgam industrial park in Srinagar will cover 50 acres with an estimated project cost of ₹104.02 crore.
According to officials, the Pekhari park is proposed for MSMEs, light engineering, packaging, logistics and IT-enabled services, while the Nowgam park will focus on the horticulture value chain, food processing, light manufacturing, logistics and digital services.
The proposed parks are planned with plug-and-play infrastructure, including developed industrial plots, internal roads, power and water supply, common effluent treatment facilities, warehouses, factory sheds, common facility centres, testing laboratories, worker housing, skill development centres and other supporting infrastructure.
Officials said that after approval by the Union Territory-level committee, the proposals will be submitted to the National Level Steering Committee for appraisal and sanction under the BHAVYA scheme.
