Srinagar, Jul 17: The Internal Financial Advisor (IFA) of the Jammu and Kashmir Home Department on Friday reviewed capital expenditure and directed officers to ensure timely utilisation of funds, strict adherence to financial rules and avoidance of liabilities without budgetary provisions.
The review meeting, held in two sessions at the Police Headquarters, was attended by Drawing and Disbursing Officers (DDOs) of the Home Department. It was inaugurated by Additional Director General of Police (Headquarters) and chaired by IFA Shakeel Maqbool.
The meeting reviewed the department’s capital expenditure and directed officers to expedite fund disbursement and clear pending payments without delay. It also focused on ensuring compliance with the General Financial Rules (GFR), 2017, to maintain financial discipline and prevent the creation of new liabilities.
Addressing the officers, Maqbool stressed that all procurement should be made through the Government e-Marketplace (GeM) wherever the required items are available. He directed that budgetary provisions must be blocked before placing supply orders and that no procurement should be initiated without confirming the availability of funds.
He further instructed that payments for supplies received should be processed only through the GeM-Public Financial Management System (PFMS) integration and said liabilities should not be created without budgetary allocation.
The IFA also directed that all financial sanctions must be issued strictly within the powers delegated to the competent authority and within the approved budget.
The meeting was attended by DDOs from Jammu and Kashmir Police, Fire and Emergency Services, the Forensic Science Laboratory (FSL), Prisons Department, Prosecution Department, Home Guards and SDRF, among other wings of the Home Department.
During the interaction, participants highlighted issues related to financial procedures and implementation. The IFA assured them that matters requiring support from his office or enhancement of delegated financial powers would be examined.
