Ensure quality of land record digitisation: Shaleen Kabra

Anantnag: Financial Commissioner Revenue and Additional Chief Secretary Jal Shakti Shaleen Kabra on Wednesday directed officers to ensure accuracy and quality in digitisation of land records while reviewing the functioning of the Revenue Department in Anantnag district.

The review meeting was held at Dak Bungalow Khanabal and attended by Commissioner Survey and Land Records Inder Jeet, Deputy Commissioner Anantnag Bilal Mohiuddin Bhat, Regional Director Survey and Land Records Umar Shafi Pandith and other revenue officers.

During the meeting, the FCR conducted a tehsil-wise review of the progress achieved in uploading backlog mutations on the digital portal and stressed that digitisation should be completed without compromising data accuracy.

He appreciated officials for progress made so far and said proper digitisation of land records would significantly benefit citizens in future by improving transparency and accessibility of revenue services.

Shaleen Kabra stressed the need for comparison of physical and scanned Jamabandis to identify discrepancies and directed officials to ensure that physical, scanned and digitised records remain consistent.

He also emphasised the importance of collecting and addressing grievances related to the Digital India Land Records Modernisation Programme (DILRMP).

Regarding the Public Services Guarantee Act, the FCR directed officers to ensure timely and transparent delivery of services including issuance of Fard, mutation copies and land demarcation.

He also reviewed the Revenue Court Cases Monitoring System and directed officials to ensure proper disposal of revenue court cases.

The FCR further issued directions for streamlining land acquisition and transfer procedures, change of land use cases and clearing pendency under Section 27 of the J&K Land Revenue Act.

He also stressed timely disposal of grievances received through JK Samadhan, CPGRAMS and migrant grievance mechanisms.

During the meeting, Deputy Commissioner Bilal Mohiuddin Bhat informed the chair that Jamabandis of all 394 revenue villages in the district have been digitised under DILRMP.

He said 98 percent of backlog mutations have been initiated and verified, while 97 percent have been approved on the PM Gati Shakti portal.

The DC further informed that 391 out of 394 Massavies (maps) have also been digitised.

Earlier, Shaleen Kabra inspected the digitisation section of the Revenue Department and reviewed the process of updating backlog mutations.

He appreciated the efforts of the digitisation staff and reiterated that digitisation of revenue records is a crucial administrative reform aimed at improving public convenience and efficient service delivery.
