Secretary RDD reviews development projects, visits Vibrant Villages in Poonch

Stresses timely completion of works, gap-based planning for border villages

Poonch: Secretary, Rural Development and Panchayati Raj Department, Mohammad Aijaz Asad, on Saturday chaired a comprehensive review meeting in Poonch to assess the implementation of various developmental schemes under the Rural Development Department (RDD), Panchayati Raj Department and the Vibrant Village Programme-II.

During the meeting, Deputy Commissioner Poonch, Ashok Kumar Sharma, presented a detailed PowerPoint presentation on the status of developmental works being executed under the Vibrant Village Programme-II in the district.

The presentation included details regarding sanctioned works, completed projects, ongoing works, expenditure incurred and the overall physical and financial progress achieved so far.

The Secretary reviewed implementation of the Mahatma Gandhi National Rural Employment Guarantee Act (MGNREGA), including labour budget performance across all blocks of the district.

He also reviewed the progress of various government schemes and initiatives, including PMAY, NRLM, TSP, BDC and DDC grants, SSY, CD and Panchayat works, PMAAGY and other developmental programmes.

The meeting further discussed the status of construction works under the Backward Regions Grant Fund (BRGF), including Common Facility Centres and Panchayat Ghars sanctioned during the previous financial year.

Officials briefed the Secretary regarding the physical progress, expenditure details and completion timelines of projects under their respective departments.

While reviewing the progress, Mohammad Aijaz Asad directed officers to ensure timely completion of developmental works, achieve expenditure targets and maintain effective implementation of all schemes.

He also instructed officials to submit detailed development plans under the Vibrant Village Programme-II along with comprehensive gap analysis reports to ensure focused and need-based development of border villages.

Later, the Secretary visited the Vibrant Villages of Shahpur and Nangali Block NSSB in Poonch district to assess developmental needs and interact with local residents and public representatives.

During the field visit, locals projected several issues related to infrastructure and public services in the border areas.

Residents raised concerns regarding road connectivity, completion of ongoing road projects, healthcare facilities, Jal Shakti services, construction of bunkers, installation of solar lights and other developmental requirements.

In Nangali village, locals also demanded improvement in road infrastructure, water lift schemes, ATM facilities, establishment of a bank branch and other public welfare measures.

The Secretary patiently heard the grievances raised by residents and assured them that all genuine issues would be addressed on priority.

He directed the concerned officers to ensure timely submission of development plans and speedy execution of works under the Vibrant Village Programme.

Mohammad Aijaz Asad also stressed the need for conducting proper gap analysis to identify developmental deficiencies and accelerate infrastructure development in border villages by providing better basic amenities.

He further emphasised coordinated efforts among various departments to ensure effective implementation of welfare and developmental schemes in the Vibrant Villages.

Senior officers of the district administration, including ACP, ACD, Executive Engineers from PMGSY, JPDCL and REW, Block Development Officers and officials from various departments, were present during the visit and review meeting.
