New Delhi:  Seeking to eliminate the possibility of unauthorised persons entering counting centres on May 4, the Election Commission has introduced a QR code-based photo identity card system.

While it will become operational on May 4 when votes are counted for five assemblies, it will be a standard practice in all future Lok Sabha, assembly and bye-elections, the poll authority said.

Assam, Kerala, Tamil Nadu, West Bengal and Puducherry went to polls earlier this month for which counting is next week.

A three-tier security mechanism has been prescribed for verification of identity at counting centres. At the first and second tiers, photo identity cards issued by the respective returning officers will be checked manually.

At the third and innermost security cordon near the counting hall, entry will be permitted only after successful verification through QR code scanning.

The new QR code-based cards will be applicable for the categories of persons authorized by EC to enter counting centres and halls, which include returning officers, assistant returning officers, counting staff, technical personnel, candidates, election agents and counting agents, among others.

The EC underlined that entry of mediapersons will continue to be permitted on the basis of authority letters issued by it in accordance with the existing instructions of the commission.

A controversy broke out in the 2024 Lok Sabha polls when a mobile phone of an “authorised person” was used by the aide of a candidate “unauthorisedly” while votes were being counted in Mumbai North West Lok Sabha seat.
