JAMMU: Jammu and Kashmir has secured the third rank in the country under Mission Karmayogi during SĀDHANA Saptah, while the Jammu and Kashmir Institute of Management, Public Administration and Rural Development (JKIMPARD) received a special award for excellence.

The recognition marks a significant milestone in the Union Territory’s efforts to institutionalise continuous learning and competency-driven governance among civil servants under the National Programme for Civil Services Capacity Building.

Officials said Jammu and Kashmir’s performance reflected the structured implementation of reforms centred on role-based capacity building, competency mapping and extensive use of the iGOT Karmayogi digital platform.

According to official figures, 2,01,962 officials from Jammu and Kashmir have been onboarded on the platform and have collectively completed 4,13,722 courses.

Of the total course completions, 2,74,511 were in Artificial Intelligence-focused modules. In addition, 54,003 employees completed more than one hour of learning, while 37,309 officials completed more than four hours of training, indicating strong engagement with the programme.

The award was presented during the SĀDHANA Saptah Facilitation Ceremony held at Vigyan Bhawan.

Jitendra Singh presided over the ceremony and felicitated the top-performing States, Union Territories and institutions. The award on behalf of the Jammu and Kashmir government was received by M. Raju.

In a separate achievement, JKIMPARD was conferred a Special Award for becoming the first institution in the country to complete Capacity Building Plans across all departments.

Officials said the accomplishment set a national benchmark in operationalising the objectives of Mission Karmayogi at the State and Union Territory level.

During SĀDHANA Saptah, the Union Territory administration ensured active participation through a structured and closely monitored mechanism. Nodal officers were designated to oversee participation and ensure completion of prescribed learning hours on the iGOT platform in accordance with Mission Karmayogi guidelines.

The progress of the programme was regularly reviewed by the Chief Secretary of Jammu and Kashmir to ensure effective implementation.

Dr Singh has repeatedly stressed the need for stronger capacity building and better governance practices. Officials said this commitment was reiterated during the recent regional conference on holistic district development held in Jammu.

The recognition, officials added, underlines the government’s commitment to building a competent, accountable and citizen-centric civil service in line with the vision of Mission Karmayogi Bharat.
