Jammu: Chief Secretary Atal Dulloo on Tuesday chaired a high-level meeting to review the implementation of the Union Territory-wide ‘100 Days Nasha Mukt J&K’ campaign and called for a result-oriented strategy to make the initiative a mass movement across Jammu and Kashmir.
The campaign was launched by Lieutenant Governor Manoj Sinha on April 11 from M.A. Stadium.
The meeting was attended by Administrative Secretaries designated as district mentors, Divisional Commissioners of Jammu and Kashmir, Deputy Commissioners, senior officers from the Information, School Education, Health and Social Welfare Departments and other officials.
Addressing the meeting, Atal Dulloo directed all departments and district administrations to prepare detailed and time-bound plans for implementation during the 100-day campaign period.
He said the campaign must cover every panchayat and urban local body ward in Jammu and Kashmir so that no area is left out.
The Chief Secretary stressed that the campaign should be outcome-driven and directed that all data generated during the drive be uploaded on the Nasha Mukt J&K Portal maintained by the Information Department.
He asked the Department of Information and Public Relations to assist districts in maintaining real-time records on the portal.
According to the Chief Secretary, the portal should capture measurable outcomes such as the number of people reached through awareness activities, victims counselled, treated or rehabilitated, and action taken against drug peddlers.
He also directed the Health, Social Welfare and Home Departments to intensify their efforts and work towards specific targets during the campaign.
Atal Dulloo further ordered a review of all drug de-addiction centres in the Union Territory to assess facilities and ensure that prescribed standards are being followed.
Principal Secretary Home Chandraker Bharti stressed the need to strengthen enforcement measures alongside awareness campaigns.
He proposed integration of the Tele-MANAS helpline with the emergency number 112 to enable better monitoring and urged citizens to report drug-related activities while assuring confidentiality.
Commissioner Secretary Social Welfare Sarmad Hafeez informed the meeting that the campaign aims to involve students, youth, NCC and NSS volunteers, Nehru Yuva Kendra members, Scouts and Guides, Panchayati Raj Institutions and elected representatives.
He said the campaign would focus on awareness drives in schools, colleges, panchayats and urban wards, besides intensified action by law enforcement agencies against drug trafficking networks.
Sarmad Hafeez also said that each district would nominate a nodal officer for coordination and monitoring, while a daily reporting system with photographs and videos would be maintained through the Nasha Mukt J&K portal.
