Jammu: Chief Secretary Atal Dulloo on Thursday directed all departments and district administrations to fast-track pending reforms under the District Business Reforms Action Plan (D-BRAP) 2025 and ensure full implementation within the next few months.

Chairing a review meeting convened by the Industries and Commerce Department, the Chief Secretary said the reforms are crucial for improving ease of doing business and ease of living across Jammu and Kashmir.

He observed that although most reform conditions have already been complied with, focused efforts are required to complete the remaining points on time.

Dulloo directed Deputy Commissioners to designate a senior officer in each district for daily monitoring of D-BRAP implementation to prevent delays and bottlenecks. He also stressed the need for capacity building at both departmental and district levels.

The Chief Secretary said the reforms must translate into tangible benefits for citizens and businesses by simplifying procedures, reducing compliance burden and improving service delivery.

Commissioner Secretary Industries and Commerce Vikramjit Singh informed the meeting that the Department for Promotion of Industry and Internal Trade has identified 46 services across 15 departments for mandatory digitisation under D-BRAP.

He said a dedicated service dashboard has been developed and linked with the JKSW portal to enable real-time monitoring of services by Deputy Commissioners.

Director Industries Jammu Arun Manhas informed the meeting that D-BRAP 2025 comprises 154 reform points to be implemented by all states and Union Territories and that most of these have already been complied with in Jammu and Kashmir.

The reforms cover a wide range of services including land demarcation, land use permissions, property registration, mutation, digitisation of land records, approval of educational institutions and issuance of mandi licences.

The action plan also envisages online issue of licences and permits for health institutions, transport services, electricity and water connections, building plan approvals, vending certificates and parking licences.

The meeting was informed that D-BRAP also seeks to strengthen District Industries Centres and develop industrial parks to attract investment and generate employment.

Dulloo said the reforms aim to make governance more transparent, digitised and time-bound and help position Jammu and Kashmir as an investment-ready destination.
