SRINAGAR: Chief Secretary, Atal Dulloo, today launched Sewa Parv, a citizen awareness initiative focused on Cyber Security and Digital Literacy to be carried out across the districts of J&K by CSC centres under the aegis of the Information Technology Department.

Those who were present included the Commissioner Secretary, Social Welfare Department; the Secretary, IT; the CEO, JAKEGA; the DG, Budget; the MD, KPDCL and other concerned officers.

The initiative aims to strengthen citizens’ understanding of safe digital practices, cyber hygiene, and secure online engagement while expanding the reach of digital literacy across villages, towns, and cities in J&K.

Speaking on the occasion, the Chief Secretary underscored the growing importance of digital awareness in the rapidly evolving technological landscape. He highlighted the Government’s commitment to empowering citizens with the knowledge and skills required to navigate the digital ecosystem securely and effectively.

While throwing light on the key highlights of the Sewa Parv Action Plan, the Secretary IT, Dr Piyush Singla, informed that over 8,999 Common Service Centres (CSCs) covering every village of the UT will actively focus on spreading awareness about cyber hygiene and digital literacy at the panchayat, block, and village levels.

Additionally, each district will host 40 workshops in higher education institutions and degree colleges during which every session will involve at least 100–150 beneficiaries, with experts and senior government functionaries leading the training, he added.

Moreover, it was divulged that awareness programs will be organized at Jammu University and Kashmir University, engaging around 500 participants per session, guided by IIT/IIM subject matter experts and key stakeholders.

In addition to that, special Digital Awareness Vans and E-Carts will be flagged off to reach remote areas and far-flung panchayats. Five awareness carts will also operate in different localities to enhance visibility and ensure grassroots penetration.

With respect to outreach campaigns, mobile awareness centres will display posters, infographics, and other IEC materials on cyber safety and digital services. These campaigns will run from 17th September to 2nd October 2025, ensuring mass-scale dissemination of information.

With respect to monitoring & evaluation, district and divisional teams of CSC will actively monitor awareness drives to ensure that campaign objectives are achieved effectively.

Later, the Chief Secretary also reviewed the functioning and outreach of Common Service Centres (CSCs) across Jammu and Kashmir, highlighting their pivotal role in ensuring last-mile delivery of citizen-centric services, digital inclusion, and socio-economic empowerment.

During the review, it was informed that J&K presently has 24,022 registered CSCs, out of which 15,122 are actively functional. In addition, 314 Bank BCs, 20 District-level ASK centres, over 70 Block-level ASK centres, and 70+ Urban CSC locations (UCLs) are extending services to citizens. To strengthen outreach, 858 new touch points have also been established across the districts of the UT.

It was given out that these CSCs have significantly contributed to governance and service accessibility in the last financial year, revealing that over 3.4 lakh Aadhaar Service transactions had been facilitated with 120 operators across J&K. Additionally, more than 14 lakh AEPS (Aadhaar Enabled Payment System) transactions worth Rs 247 Cr had also been completed here.

In addition to that the meeting was apprised that 4.7 lakh mATM (Micro ATMs) transactions were also conducted with a total amount of Rs 146 Cr, 29,000 DBT transactions worth Rs 9 Cr, 99,960 Bank BC Services transactions valued at Rs 26.4 Cr, 24,200 Insurance & Loans transactions amounting to Rs 56 Cr and 13 lakh G2C & B2C Service transactions worth Rs 77 crore facilitated by these CSCs here during the previous year.

It was further divulged that the doorstep delivery through the Digidost service accomplished over 37,530 appointment bookings, of which 32,712 were successfully completed. 28,323 skill & education service transactions were recorded along with 2.8 lakh Tele-Law cases advised through CSC-enabled platforms.

CSCs have emerged as vital enablers in implementing the Government of India’s flagship welfare schemes across J&K. The data revealed that under PM Surya Ghar (MNRE), 2.43 lakh households were surveyed to benefit from reduced electricity costs up to Rs 75,000 per year.

Similarly, under Vishwakarma Yojana (MSME) 4.74 lakh enrollments providing financial aid and modern toolkits to artisans and craftsmen was done too. With respect to another GoI scheme namely E-Shram (Ministry of Labour & Employment) around 36 lakh unorganized workers registered, ensuring a comprehensive social security database.

As far as the flagship Ayushman Bharat scheme offering health cover of Rs 5 lakh per family per year is concerned 71.6 lakh beneficiaries were enrolled by the CSCs and 7.6 lakh farmers enrolled for PM Kisan scheme here.

In the same vein the achievements of CSCs includes 1.19 lakh farmer enrollments for crop insurance benefits under Pradhan Mantri Fasal Bima Yojana (PMFBY), 12.7 lakh students supported through digital scholarship applications under National Scholarship Portal (NSP, Ministry of Education), 13,437 beneficiaries identified under fisheries and allied activities under National Fisheries Development Program (NFDP) besides extending dozens of services to implement other beneficiary-oriented schemes in the length and breadth of the UT.
