R&R Commissioner (M) discusses development plan for Migrant Camps

JAMMU: The Relief and Rehabilitation Commissioner (M) J&K, Dr. Arvind Karwani, today chaired a meeting to review the ongoing development works and identify the urgent works for the current financial year.

Deputy Commissioner (Relief) Vijay Kumar Sharma, Chief Accounts Officer Shiwani Bhan; Assistant Commissioner (Relief) Kailash Devi; Assistant Commissioner (Relief) Sanjeev Kumar and other senior officers from different line departments attended the meeting.

At the outset, Dr. Karwani emphasised the importance of adhering to the directions issued by the General Administration Department, wherein responsibilities of Transit Migrant Camps at Jammu and Kashmir have been assigned to various Government Departments, viz. Public Works(R&B) Department, Jal Shakti Department, Power Development Department, Housing & Urban Development Department, Department of Youth Services & Sports, Department of Floriculture, Urban Environmental Engineering Department(UEED), Jammu & Kashmir Energy Development Agency (JAKEDA) and Department of Rural Development and Panchayati Raj.

It has further been ordered that the concerned departments shall nominate an officer, not below the rank of Executive Engineer, for liaising/coordinating the execution/maintenance of works/projects pertaining to their department with the Relief Organisation (M), J&K.

After detailed deliberations in the meeting, the Jammu Municipal Corporation was asked to examine the demand for additional requirement of manpower requirements to further improve day-to-day sanitation facilities, viz., collection, transportation and disposal of garbage and refuse in the migrant camps at Jagti, Nagrota, Muthi-Buta Nagar and Purkhoo.

The Department of Youth Services & Sports was asked to prepare a proposal for the maintenance of open spaces/playgrounds, organise physical education activities and also promote Scouts and Guides activities in the migrant camps.

The Department of Floriculture was asked to develop open spaces and undertake maintenance of existing parks, and implement various centrally sponsored schemes.

The UEED was asked to examine the requirements of planning, designing and construction of works of sewerage and drainage in the migrant camps and deal with issues of public health, to protect the inhabitants of migrant camps from the adverse environmental factors.

The JAKEDA was asked to explore the installation and maintenance of solar lights and the promotion/implementation of schemes of the Ministry of New & Renewable Energy (MNRE), Government of India, in the migrant camps.

The Department of Rural Development and Panchayati Raj was asked to promote skill development programmes to enhance employability and support rural entrepreneurship.

The Executive Engineer PW(R&B) Department, apprised about the progress of works going on in the Migrant Camp Jagti, Migrant Camp Nagrota, Migrant Camp Muthi – Buta Nagar and Migrant Camp Purkhoo. He was directed to expedite the completion of repair and renovation works regarding which approval stands accorded.

It was further directed that the work monitoring Committee, headed by the concerned camp commandant and the representatives from the public, be taken on board to prioritize the repair/renovation works and payment be released to the contractors only after obtaining a satisfactory work completion certificate from this Committee.

Further, the site engineers were directed to capture pre-execution, during execution and post execution geo-tagged photographs of each work and install signboards on the works.

The PW(R&B) authorities were further directed to expedite submission of a detailed project report of the comprehensive repair/renovation works of all migrant camps at Jammu, regarding which estimation stands already completed, so that the required projection of funds is made timely to take up these works during the current financial year.

The Executive Engineer assured the timely completion of ongoing works and close supervision of the quality of works being executed. The Executive Engineer, Jal Shakti Department, was directed to expedite the work of borewells/hand pumps in the migrant camps. The Executive Engineer Power Development Corporation was asked to explore the employment of additional linemen at the migrant camp Jagti.
