SRINAGAR: The Deputy Commissioner(DC) Srinagar, Mohammad Aijaz Asad Friday chaired a meeting of “Rogi Kalyan Samiti”(RKS) of Government JLNM Hospital, Rainawari here at the Meeting Hall of DC Office Complex to review the functioning and patient care facilities available at the Hospital and progress of works taken with respect to the facility upgradation of the Hospital.

The meeting among others was attended by the Chief Planning Officer, Programme Officer, ICDS, Chief Medical officer, District Officer PCB, Executive Engineers of R&B, PDD, PHE, City Drainage, DGM Housing Board, Medical Superintendent JLNM, Deputy Medical Superintendent, JLNM, Tehsildar Khanyar, Chief Sanitation Officer, District Ayush Officer and SHO Rainawari.

At the outset, the Deputy Commissioner took a detailed review of the Hospital’s functioning, besides the physical and financial progress of the works taken for hospital infrastructure upgradation.

On the occasion, the DC, who is also the Chairman “Rogi Kalyan Samiti” was apprised about the progress and performance registered by the hospital under different indicators. He was also informed about various issues and demands meant for the infrastructure upgradation and overall advancement of the healthcare system in the Hospital.

The DC was apprised that the Hospital is amongst the oldest and historic functional hospitals in north India providing healthcare services to the public for 112 years. He was informed that the Hospital is providing 24×7 Emergency Service OPD services like General Medicine, ENT, Ophthalmology, Urology, Gynae & Obs, Pediatrics, Dermatology, Psychiatry, Dentistry, Homeopathy, AYUSH etc.

He was informed that Super Specialty facilities including, Cardiology Gastroenterology, Neurology,

Pain & Palliative and neuro-surgery are also operating in the Hospital to ensure up to mark facility for the patients.

The DC was also apprised about the other services available at the Hospital being provided to the patients at various units of the hospital including, free Dialysis Center Laboratory, Blood Centre, OPD/ IPD Pharmacy, NP-NCD, IDSP, Immunization, AFHC Clinic, ICTC Centre, RTI/STI Centre, RNTC, IYCF, ARV Clinic etc.

During the meeting it was given out that all General Surgeries are being conducted through Minimal Access Surgeries (Laparoscopic) and as many as 1,86,980 OPD and 13,449 patients were treated in the Hospital from April to October 2023 current year, besides over 2,500 Major surgeries and 7,702 Minor surgeries were conducted in the Hospital.

Similarly, 85 Lapro Ligations, 13,872 USG, 11,314 ECG, 1041 Endoscopies Colonoscopy/Sigma and 46 Pacemaker Dual Chamber were done in the Hospital during the same period of time. While, 712 LSCS, 128 Normal Delivery, 840 Total Delivery, 20,242 Eye Cases, and 21542 no. of X-Ray were also done at the Hospital during the period of April to October 2023.

While reviewing progress regarding academics, the DC was informed that there are 36 students from both the All India Quota and in-service quota who are undergoing postgraduate courses in various broad specialities at the Hospital.

The meeting was also informed that the JLNM Hospital is the only Hospital after tertiary care which has a 24×7 functional Pediatric department a dedicated 30-bed Pediatric ward, 10-bed SNCU, 04-bed HDU, 04-bed ICU and a 24×7 Pediatric Emergency. The Department has dedicated full-time Doctors and Paramedical Staff, there is a very minimal referral to tertiary care.

While reviewing the financial status of the Hospital, the DC was informed that the hospital has generated revenue to the tune of Rs 1.38 crore under HDF during the current financial year with an expenditure of 1.33 crore during the same period.

The DC also reviewed the Financial Status under NHM and was informed that an amount of Rs 2.53 crore has been expended till date during the current fiscal. He also took a first-hand appraisal of the status of funds under the PM-JAY Sehat Scheme in the Hospital.

During the meeting, the DC also took stock of the issues of the Hospital including the non-functional IPD patient lift constructed by JKPCC, and the construction of an additional block of JLNM Hospital.

In this regard, the Deputy Commissioner asked the hospital administration to prepare a fresh DPR for the commissioning of the additional block to complete the leftover works. He was informed that the issue of a non-functional lift has been taken up with higher authorities.

With regard to the Toilet complex constructed by Sulabh CTPT through SMC, the DC asked the SMC to hand over the same to the Hospital for its proper usage and maintenance.

Similarly, to meet the requirements of dumpers for dumping and lifting solid municipality waste from the Hospital premises, the DC asked the SMC authorities to take the required measures for the same at the earliest.

The SMC was also asked to remove all unauthorized vendors and transporters near the hospital and ensure unhindered movement around the hospital and at the main entrance to pave smooth passage to ambulances and other vehicles carrying patients. Traffic police were also asked to ensure smooth regulation of the traffic movement around the hospital, besides curbing unauthorized parking.

The DC also asked the Officers to speed up the work taken up under NCAP in the hospital for developing green space and landscaping.

The DC also assured the Hospital administration that additional funds would be provided for the upgradation and strengthening of machinery equipment to further enhance the patient care facilities at JLNM Hospital. The DC assured all possible support from the Administration for the infrastructure development of the Hospital to further improve patient care in the hospital.

The DC stressed the Officers to follow the objectives as envisaged in RKS guidelines and stressed for resource generation and strengthening transparent mechanisms in the utilization of funds. He also urged them to work with added zeal and dedication to ensure efficient and prompt health and patient care facilities to the patients, besides working on various necessities that are vital for upgrading basic infrastructure in the hospital.
