Jammu: Divisional Commissioner, Dr Raghav Langer today chaired a marathon meeting of Revenue Experts and Deputy Commissioners to review the implementation of new Revenue laws and rules in the districts of Jammu division.

The meeting was attended in person by Additional Commissioner with FCR Jammu, Rishpal Singh; Inspector General Registrations, Sheikh Arshad Ayub; Custodian General Jammu, Rajesh Sharma; Additional Secretary Revenue Department, Muzaffar Malik; Additional Commissioners, Assistant Commissioners with Div Com and other concerned officers while all Deputy Commissioners of Jammu division along with ACRs, ADCs, SDMs (Sub Registrars)  participated in the meeting through video conferencing.

Threadbare discussions were held on various important issues, while the Div Com reviewed in detail revenue issues, implementation of new laws in the district of the division.

The issues discussed included rules under Right to Fair Compensation and Transparency in land acquisition; rehabilitation and resettlement Act 2013, Appointment of administrator under section 43, Applicability of LB 10 verification, Constitution of SIA Committee and expert appraisal group, Implementation of notification etc.

For better implementation of new land laws in the districts, the Div Com called for uniform clarity among all the revenue authorities.

The clearance process of change of land use cases was also discussed. The DCs apprised the Div Com about the present status of applications received, resolved and pendency.

The Divisional Commissioner observed that the process is slow in some districts and instructed the Deputy Commissioners to expedite the same to dispose of all the pending applications.

The Div Com also observed that there was a high rejection rate in the districts and the DCs, revenue Experts listed the reasons for rejections under rules.

While reviewing progress of the delineation exercise for land recorded as Gair Mumkin Khad, Nullah, Dariya etc, the Divisional Commissioner asked the Deputy Commissioners to expedite the exercise and ensure timely submission of weekly segregation reports.

The Deputy Commissioners informed that the delineation process was in progress in all the districts.

During the meeting, the DCs put forth their queries and the Revenue Experts Additional Secretary Revenue, Additional Commissioners explained in detail about the provisions of laws and cleared the doubts of district officers.

The Div Com also reviewed various vital issues like implementation of rehabilitation package for Displaced persons (DPs), Agrarian Reforms Act Section 3A amendment and pending information about Custodian allottees.

The comments from DCs regarding leftover DPs, Information of encroachment on custodian land pending,  information of local allottees, occupancy tenancy rights under section 3A were also sought.

Dr Langer directed the DCs to send information about the total number of land allottees, Tehsil wise, besides orders like LB 7 LB 10 etc under which the land was allotted to them.

While reviewing updation/writing of Jamabandis, the Div Com directed for prioritizing the exercise strictly in conformity with the standing instructions and said that updated Jamabandis are the prerequisite for the implementation of the land records digitization project. 

He also asked them to re-write/ reconstruct the missing records, if any, so that the same can be used in future.

The issue of transfer of land to non agriculturist under section 133 H was also discussed in detail and the DCs apprised about the number of applications received in their respective districts.
