SRINAGAR: Director Accounts and Treasuries (A&T) Kashmir today issued a set of instructions, guidelines to be followed by the Treasury Officers (TOs) of Kashmir division while processing works bills.

As per the circular issued here, it has been given out that various Orders/Instructions issued by Finance Department and Provisions in General Financial Rules while processing works bills etc, necessary documents including Administrative approval, Technical sanction, availability of Funds, Pre and Post geo-tagged photographs are enclosed and proper mechanism of e-tendering is followed.

Further, that any Bill/Instrument which is deficient in any way should be returned to the concerned Drawing and Disbursing Officer along with a written memo both online and offline, reads the circular.

It is also informed that under no circumstances, there should be any diversion of funds from one unit of Appropriation to another. Expenditure incurred should be charged to the proper Account head. In case of any deviation, the concerned Treasury Officer and Section Officer shall be personally responsible in this regard.

Moreover, the circular mentions that in order to overcome the difficulties being faced by the Pensioners, a proper arrangement must be made in the Pension Section of Treasuries. The Pensioners shall not be made to stand for long and an adequate number of chairs should be kept in the pension section and they should be treated politely and redressal of grievances of Pensioners must be kept on top priority.

The TOs have been instructed that KYC Updation shall be completed within a period of 10 days from the date of issuance of this Circular.

Meanwhile, all the Treasury Officers of Kashmir division are directed to adhere to the aforementioned instructions in letter and spirit.
