B2V3: Distt admin reaches to Srinagar outskirts of Dara, Fakeer Gojree

SRINAGAR: Continuing its public outreach to far off places of J&K under the flagship programme Back to Village-3 (B2V3), district administration today reached to Srinagar outskirts of Dara and Fakeer Gojree.

At Pachayat Halqa Fakeer Gojree-B, the visiting officer was MD, KPDCL, Mohammad Aijaz and for Dara-A the Deputy Director Budget, Shafat Yehya was designated for listening to public feedback and grievances.

In panchayat halqas Dara-Aof block Harwan dozens of people were seen visiting the local Higher Secondary School for taking up their matters with the designated officer. People from all age groups and strata of society were seen making a beeline to the venue. People were optimistic and forthcoming for making their issues reach to the officer. The officer incharge, in turn, was busy making notes and asking for details from the applicants.

One of the visitors was Gulzar Ahmad, who demanded construction of retaining wall for his agricultural land that gets eroded by the discharge of the stream flowing adjacent to it. A group of applicants asked for electrification of this school, construction of boundary wall around it and appointment of sweeper for the said school.

Another delegation asked for providing of play ground to the area besides macdamisation of the link road leading to their habitation. Still a group asked for 100% subsidy on paddy and maize seeds and distribution of agriculturaltool kits and IP sets for irrigating their mountainous fields. A frail and specially abled girl supported by few of her relatives asked for a wheel chair, which she was assured by the visiting officer would be provided to her next day by the concerned department.

Regarding the previous programmes conducted in the area the officer was substantiating from locals about the amount of work done out of the targets fixed from last two phases. A major amount of work was found to be accomplished. Many of the rural development works benefitting the population were made part of the plan for which government has released funds from time to time.

For this phase a list of demands to be included in the future plans was put forth for this Gram panchayat. More than 30 works has been suggested by the villagers to be taken up under B2V3 programme under the ensuing plan. The works include construction of filtration plant for their Water Supply Scheme, construction of road from Dachigam to ZiyaratShareef, providing of Common Service Centre to the village, providing of threshers to the peasants and many more taken note by the visiting officers.

Dozens of representatives from line departments like PWD, Jal Shakti, Rural Development, Power, Social Welfare, Education were present at the specified venues informing people about the different welfare schemes rolled out by Centre or UT government. Banners and brochures were kept available by the Horticulture, Agriculture and Animal Husbandry departments for the dissemination of information among the prospective beneficiaries.

Similarly, as informed by the visiting officer, the programme is going to make people aware about the simplified ways and means of availing the government services and facilities at doorsteps. The programme also envisages helping the local population living in far off places to know about the specific schemes by virtue of which their day to day issues regarding the upgrading of rural infrastructure and income could be achieved.

Many of the public servants also informed about the progress of different schemes rolled out by the centre and J&K government. An Aasha worker revealed that at least 5 ladliBeti cases were cleared for this panchayat halqathis year besides providing assistance to some 4 pregnant ladies under PMMVY scheme.

The visiting officers later conducted field visits of their respective panchayats, met the public at their doorsteps and took first hand appraisal of problems and demands put forth by the local people.

Many of the old aged, widows and specially-abled people besides women and farmers were helped to apply for welfare schemes beneficial for them. Some of them availed the benefit of completing all the official formalities instantaneously from the respective field functionaries available there.

The responsibility of visiting officers during the programme includes the dissemination of information about the Centrally and UT sponsored schemes, checking of functioning of panchayats, inspections of works, ensuring prompt public delivery system, ensuring of proper grievances redressal system in place and involvement of community in the planning process by holding the Gram Sabha of the panchayat. All these tasks are going to be accomplished in the coming days of this 3-day village carnival with the participation of public and administration mutually.
