Jammu, Feb 25: Government on Monday cleared appointment of approximately 10,000 SSA-RReTs to the Teacher Grade-II in compliance of the State Administrative Council (SAC) decision taken in December, 2018.

An official spokesman said concerned authorities are making all efforts to clear cases of all eligible SSA-RReTs in next three days.

He said a meeting of the high-level committee constituted by the government under the chairmanship of Navin K. Choudhary, Principal Secretary Finance department also met here today.

The meeting discussed threadbare the matters related to undergraduate RReTs who do not possess the requisite qualification for their appointment and regularization as Teacher Grade- II.

The committee asked the School Education department to collect the exact details of undergraduate RReTs within 15 days for taking an informed decision.

The meeting was attended by Rohit Kansal, Principal Secretary Planning Development and Monitoring department; Sarita Chauhan, Commissioner/Secretary Higher Education department; Hilal Ahmad Parray, Commissioner/Secretary General Administration department and Ajeet Kumar Sahu, Secretary, School Education department.

The committee further asked the School Education department to seek more time from the government for submitting its report.

It is pertinent to mention that government had constituted the committee in August, 2018 to resolve salary and related issues of regularized ReTs (RReTs) under Sarva Shiksha Abhiyan (SSA) and teacher engaged under RMSA.

Based on the recommendations of the committee, the State Administrative Council in December, 2018 decided to create a separate cadre of Teacher Grade-II for transition of all the RReTs appointed under SSA scheme as well as teaching staff under RMSA to the regular teaching cadre of the government and created 39469 number of posts out of which 28363 were supernumerary posts.

After this, number of orders have been issued by the School Education department setting in motion the transition/ appointment of RReTs to the newly created posts of Teacher Grade-II.

The department had constituted two committees i.e, District Level Screening Committee and Divisional Level Selection Committee for scrutinising the documents and records of RReTs and recommend their appointment to the post of Teacher Grade-II considering their eligibility.

These committees have cleared the cases of around 10,000 SSA-RReTs and concerned CEOs are in process of issuing orders for their appointment. Order of the remaining eligible RReTs are also expected to be issued within next 3-4 days after completion of the formalities.

However, the issue of undergraduate RReTs had remained unresolved and accordingly government had mandated the same high level committee to work out the plan of action for such RReTs.  The committee was informed by the Secretary School Education that out of remaining 7702 undergraduate RReTs, a large number of them have already acquired required qualification after their selection as ReT or regularization as RReTs.

Spokesman further informed that the field officers have collected their application and are examining their eligibility. RReTs who have already acquired graduation degree would be eligible for appointment to the Teacher Grade-II without any further requirement. However, the exact number of such RReTs are not known to the department.  Considering this constraints, the committee decided to wait for another 15 days and asked the School Education department to consolidate the data before the next meeting of the high level committee.

It is further added that the meeting of the designated committee, constituted by Government Order No: 115-GAD of 2019 was also held today under the chairmanship of Ajeet Kumar Sahu, Secretary School Education department.  The said designated committee has been constituted by the government for considering the cases of regularization/promotion of officers in School Education department and for overseeing the entire process of appointment/ transition of RReTs as Teacher Grade-II as per the procedure laid down in the action plan approved by the State Administrative Council.

The designated committee besides reviewing the entire process conducted so far, also discussed the issue of fixation of seniority and inter-seniority of Teacher Grade-II.  It was further decided that Department will work out the modalities for developing a software for keeping proper account of utilization and restoration of various teaching and non-teaching posts in the process of transition of RReTs to Teacher Grade-II.
