ICPS to be implemented in a mission mode: Dr Farooq Lone

SRINAGAR, AUGUST 1: Secretary Social Welfare, Dr Farooq Ahmad Lone Wednesday directed that Integrated Child Protection Scheme (ICPS) should be implemented in a mission mode in the state so that it could achieve desired targets.

The Secretary said this during a comprehensive review meeting of ICPS here today.

The meeting was attended Managing Director ICPS, Director Finance Social Welfare, Director Planning Social Welfare, Additional Secretary Social Welfare and other senior officers of the department.

The Secretary Social Welfare said that department must help and secure the safety of children with a special emphasis on care and protection.

Dr Lone said that benefits of the scheme would only be achieved more effectively when the scheme would be implemented in mission mode.

Managing Director, ICPS while giving a detailed overview of the activities and achievement of JKICPS said that main objectives of ICPS are largely protection and welfare of vulnerable children, who are in need of Care and Protection and Children in Conflict with Law (CIL). He said that implementation of JJA, envisages setting up of the statutory structures viz CWCs and JJBs and service delivery structures viz DCPUs.

With regard to the functioning of the department during the last one year, the CWCs, JJBs and DCPUs have been set up in all the 22 districts of the State. All ICPS has close to 400 personnel on its establishment as of today and all the 22 Districts have offices each of CWC, JJB and DCPU.

It was given out that the ICPS is also involved in implementing the sponsorship scheme, under which vulnerable children from marginal sections of the society are provided financial assistance under non-institutional care.

Furthermore, ICPS is involved in bringing out children related literature, advisories, do’s & don’ts for several stakeholders like Police, Health, Labour and Employment. Substantial funding is also available for publicity of children related activities through print &electronic Media.

Secretary Social Welfare said the endeavor of the ICPS is to provide services to the vulnerable children in the two segments viz CNCP and CIL and set free ‘Happy Childhood’ in the State.
