Appreciating the arrangements put in place by various agencies involved in the conduct of the Yatra, the Chief Secretary observed that while most of the arrangements are in place and excellent work is being done by all the concerned in coordinated manner, some issues need focused attention and have to be addressed immediately.

“Meteorological reports should begin forthwith from 25.06.2018 and these should be sent to all concerned,” said a communication issued by the Chief Secretary.

It said all arrangements for the Yatra should be completed one day prior to commencement of the Yatra on 28.06.2018.  “The Deputy Commissioners of Anantnag and Ganderbal districts should confirm this in writing by 27.06.2018,” said the communication adding that the Deputy Commissioners concerned and the Divisional Commissioner, Kashmir should bring to the notice of the Government any matter which requires intervention before 27.06.2018.

It said while there is excellent coordination and synergy at senior levels and every official concerned with the Yatra is putting his best efforts for its smooth conduct, there is a need for greater coordination at the lower levels.  “There should be daily meetings at Camp level and at other levels, between those responsible for various arrangements, viz. Camp Director, Camp Officer from the District Administration, Police in-charge, etc,” it said.

The Chief Secretary has also stressed the need for ensuring greater communication and coordination between the civil and police administration and the Deputy Commissioners will review the capacities being created by the line departments (e.g. medical, drinking water, food, etc) and ensure that the capacities are adequate, based on the flow of Yatris and also for meeting any emergency situation.

“Food Safety is a top priority in the absence of which there can be health issues.  Deputy Commissioners will ensure that Food Safety Officers certify that arrangements are up-to-the-mark and that quality food is available during the yatra period,” it said adding that cleanliness has to be ensured throughout the Yatra period.

The other instructions issued by the Chief Secretary include maintenance of road from Ganderbal to Baltal, installation of proper telecom facilities, early deployment of camp officers and clear demarcation of trekking path, and showing the facilities enroute such as Camps, medical posts, toilets, parking places, etc.
