RDD launches SECURE software to bring uniformity in cost norms

JAMMU, APRIL 07: Taking another step ahead in boosting transparency and accountability in the functioning of Rural Development Department, Department of Rural Development & Panchayati Raj, J&K today launched SECURE Software in Jammu.

SECURE was launched at a One-Day Workshop organized by the RDD & PR at Panchayat Bhawan, Rail Head Complex, Jammu.

Secretary, Rural Development Department & Panchayati Raj, Sheetal Nanda who inaugurated the workshop termed the launch of SECURE a major landmark in ushering in transparency.

On the occasion, Secretary RDD remarking that in this digital era, everything should be available to the public in just one click, said that SECURE will lead to transparent dealings by ensuring that estimates of the materials needed for a project are not inflated.

Additional Secretary RDD & PR Rakesh A. Badyal, SE REW Jammu Balbir Singh, XEN REW Jammu Parvez Malik and other Technical Staff of Jammu were present on the occasion.

SECURE (Software of Estimate Calculation Using Rural Rates for Employment) Software has been launched as a pilot project in Jammu district and would later be extended to all the districts of Jammu and Kashmir.

Through SECURE Software the Department has taken steps to standardize the estimates to bring uniformity in cost norms, minimize leakages and improve quality of works through detailing of technical specifications. Significantly, the wrong classification of items into material will be eliminated by this software.

This initiative further ensures transparency in estimate preparation and file movement besides speedy approval of estimates which reduces delays in issue of Administrative Sanction (AS) & Technical Sanction (TS).
