Dr Drabu asks Finance dept to provide technical support to line depts

JAMMU, MARCH 05: Minister for Finance, Dr Haseeb Drabu today reviewed the progress made on the replacement of existing Treasury system with Pay and Accounts Office System (PAOS) in the state.

The Minister asked the concerned officers to expedite the process for full and early implementation of PAO system to ensure transparency government payments.

The meeting was attended by the Development Commissioner Works, Abdul Hameed Sheikh, Secretary Public Works Department, Sanjeev Verma, Secretary PHE, M Raju, DG Accounts and Treasuries, Mohammad Ishaq Wani, Consultant, Altaf Mirza and other senior officers of the department, besides the representatives of contractors’ associations.

The officers informed the Minister about the functioning of the system and said that there has been a delay in bill uploading process from the departments and the system is in place for its further augmentation and proper implementation. Officers further added that the department is expeditiously working on the technical issues.

Speaking on the occasion, the Minister asked the officers to work in a coordinated manner for streamlining the new payment system and directed them to depute the finance officers to each district for technical support for uploading the bills and to train and support the officers at the district level.

Dr Drabu said that a committee will be formed under Principal Secretary Finance to identify the previous liabilities and their early disposal and all the administrative approvals and technical sanctions will be cleared at the earliest.

He further said that till 31st March 2018, the payments of the current financial year will be monitored and scrutinized on daily basis.

Representatives of contractors thanked the Minister for introducing new mode of payment and briefed him about issues being faced by them and requested for early redress of the same.

The Minister assured that all the liabilities will be cleared within a stipulated timeframe.
