New Delhi’s ‘anti-militancy policy’ with regard to Jammu and Kashmir is based on the hypothesis that ‘persistent militarized intervention’ is the only means of defeating what it calls ‘Pakistan-sponsored’ or ‘cross-border terrorism’.
