JAMMU, MARCH 1: The State Administrative Council (SAC) which met under the chairmanship of Governor, Satya Pal Malik approved the proposal of the Health and Medical Education Department regarding one time absorption by way of lateral entry of 34 faculty members of Government Medical Colleges and Senior Consultants/Consultants of Health Department in the new Government Medical Colleges of the State viz Anantnag, Baramulla, Kathua and Rajouri.

SAC accorded sanction to the one time absorption by lateral entry in Government Medical College (GMC) Rajouri of Dr.  Vijay Gupta as Professor and Dr. Vidushi Badyal as Associate Professor in ENT, Dr. Ghulam Ali Shah as Professor in Anaesthesiology, Dr. Jamil-Ul-Hussain as Associate Professor in General Medicine, Dr. Shalinder Kumar Sharma as Associate Professor in Orthopaedics and Dr. Chander Shekher as Associate Professor in Obstetrics & Gynaecology.

SAC accorded sanction to the one time absorption by way of lateral entry in Government Medical College (GMC) Anantnag of Dr. Ghulam Jeelani Romshoo as Professor and Dr. Peer Abdul Latief Sidiqui and Mushtaq Ahmad Lone as Associate Professors in General Medicine, Dr. Shabir Ahmad Bhat as Associate Professor in Dermatology, Dr. Mohammad Ashraf Bhat as Associate Professor in Paediatrics, Dr. Mohammad Altaf Wani and Dr. Nazir Ahmad Wani as Associate Professors in General Surgery and Dr. Mohammad Yousuf Dar as Associate Professor in Ophthalmology.

SAC accorded sanction to the one time absorption by way of lateral entry in Government Medical College (GMC) Baramulla of Dr. Abdul Rashid Badoo as Professor and Dr. Nisar Ahmad Dar as Associate Professor in Orthopaedics, Dr. Nisar Ahmad Khan and Dr. Gurmeet Singh as Associate Professors in General Medicine, Dr. Suhail Ahmad Choh as Associate Professor in Paediatrics, Dr. Hakeem Viqar Ahmad and Dr. Mehmood Rashid as Associate Professors in General Surgery, Dr. Shafakat Ahmad Lone as Associate Professor in ENT and Dr. Abdul Wahab Bhat as Associate Professor in Opthalmology.

SAC accorded sanction to the one time absorption by lateral entry in Government Medical College (GMC) Kathua of Dr. Surinder K. Atri as Professor in Pathology, Dr. Vineeta Sawhney as  Associate Professor in Pharmacology, Dr. Badri Nath Boughal as Associate Professor in General Medicine, Dr. Virender Kumar as Associate Professor in Paediatrics, Dr. Raj Reshi Sharma as Professor and Dr. Ravinder Kumar as Associate Professor in General Surgery, Dr. Anil Mehta as Professor and Dr. Minakeshi Rana and Nishu Priya as Associate Professors in Obstetrics & Gynaecology and Dr. Sanjay Kalsotra and Dr. Rajesh Angral as Associate Professors in Anaesthesiology.

The appointment of the above doctors as faculty members in these new Government Medical Colleges shall be among others, subject to the conditions that they shall pass the mandatory ‘Head Count Test’ of the Medical Council of India (MCI) and in case any of them fails to pass such test, he shall be reverted to his parent Department and shall not have any claim for appointment in the Medical College for which he has been recommended for appointment. The appointment of Consultants/Senior Consultants of Health Department on the posts of Professors/Associate Professors shall also be subject to their confirmation by the Departmental Promotion Committee/J&K Public Service Commission.

The decision will facilitate positioning of faculty in these new Medical Colleges to comply with the MCI guidelines and start the first batch of MBBS in these colleges in the June 2019.    The provision for absorption from Senior Consultants/Consultants of Health Department as a onetime measure has been proposed in light of the Medical Council of India amendment Notification No.MCI-12(1)/2017 Med.Misc./169950 dated 22.01.2018.

The H&ME Department has earlier notified SRO 24 of 2019 dated 10.01.2019 for engagement of faculty on academic arrangement basis in various Medical and Dental Colleges in the State, including these five new Medical Colleges. However, this being a temporary measure, some long term solution was required to be made for appointment of faculty at the level of Associate Professors and Professors for the reason that it would take an Assistant Professor 4 years to reach the level of Associate Professor and another 3 years to reach the level of Professor, thereby, grossly delaying the position of faculty and hence the compliance of MCI norms.  It is in this context that the H&ME Department proposed onetime absorption by way of lateral entry of faculty members of Medical Colleges and Senior Consultants/Consultants of Health Department in these newly established five Government Medical Colleges to pave way for commencement of batch from 2019 itself.

The Health & Medical Education Department had constituted two Committees one for Government Medical Colleges in Kashmir Division and another for Jammu Division, for considering the selection of eligible doctors who may apply for appointment as faculty members by way of lateral entry. A transparent procedure for selection of the faculty members was followed. While finalizing the recommendations, the Committees sought preferences from the concerned doctors and accordingly recommended their candidature for appointment in the respective Medical Colleges, based on their preferences.

It is pertinent to mention that 675 posts of various categories have been created for each new Medical College. The entry level posts of Assistant Professors have been referred to the Jammu and Kashmir Public Service Commission for making selections. The recruitment is in progress. Selections have been received in many cases for which appointment orders have also been issued. The non-gazetted entry level posts have been referred to the JKSSB. However, there is a need to provide basic minimum faculty to start first year of MBBS in 2019 which also includes the positions of Professors and Associate Professors.

With the establishment of these new Medical Colleges, patient care at secondary and tertiary level will be available in various Districts besides will increase the number of seats/intake capacity.
