Srinagar, Nov 13: State Human Rights Commission chairman Justice (retd.) Bilal Nazki on Tuesday issued a notice to Deputy Commissioner and SSP Ganderbal to respond to a case of alleged assault on two Ganderbal residents by Army on November 06.

The senior district officials have been asked to file compliance report in the case of assault on Shabir Ahmed Raina and his cousin Rouf Ahmed Raina, who were allegedly summoned to nearby Army camp in Waraphowa, Ganderbal.

Shabir Ahmed Raina and his cousin Rouf Ahmed Raina were allegedly bundled in a vehicle and beaten to pulp and were asked to drink kerosene oil.

“While as Shabir remains in critical condition after his release, Rouf is still under custody. Charges against Rouf haven’t been made clear and they have demanded immediate registration of FIR and a thorough probe into the incident,” official said.

Meanwhile, SHRC has also issued a notice to Chief Engineer Power Development Department (PDD) for resorting to unscheduled power cuts both in metered and non-metered areas and for irregular power supply as winter sets in.

The SHRC has sought a report from the Chief Engineer within a week’s time. The chief engineer has been asked to submit a report as to why power cuts are effected even without a notice.

In Srinagar, both metered and non-metered areas are facing erratic power outages from last month leaving public outraged.

In the downtown city, residents say their area reels under darkness for hours from the last month. “No power curtailment schedule has been issued by the PDD this year. It makes the situation worse and disturbs our routine life,” said Ali Mohammad of Safa Kadal.

Last week, entire Kashmir reeled under darkness after snowfall played havoc damaging electricity infrastructure. The supply was restored almost after 24 hours.
