The Advisor sought details of the steps/measures initiated in this regard by the departments involved in the process. Threadbare discussions were held on various issues related to strengthening of the mechanism for traffic management and ensuring proper regulation of traffic rules.

Discussions were held on status of establishing Jammu & Kashmir Road Safety Fund, strengthening of MVD and Traffic Departments with additional manpower/infrastructure, engagement of schools/ college / universities in generating awareness among masses, involvement of NGO’s dealing with Road Safely issues, role of NYC’s, NCC & NSS, automation in the management of traffic including installation of traffic lights under Intelligent Traffic Management System and other important related issues.

The Advisor was informed that schools have been identified in Srinagar city where awareness programmes would be conducted soon for which the action plan has been prepared by the Traffic police department in coordination with other concerned departments.

Secretary Youth Services & Sports informed the meeting that about 1000 NYC volunteers have been deputed with the traffic police who will be further deployed on duty to assist traffic police personnel in urban as well as in rural areas.

The Advisor directed the traffic police to utilize their services to the fullest after giving them proper training to deal with management and regulation of traffic.

It was also decided that in addition to this, 100 more NYC volunteers would be provided to Motor Vehicle Department for the same purpose.

With regard to the already launched Road Accident Data Management System (RADMS), an automated software-based solution that has developed to create a platform for on-the-spot collection of standard and accurate road accident data immediately after a mishap, it was suggested that all the police stations be involved in the process for yielding better results.

Discussion was also held on creation and role of Road Safety Clubs in managing the traffic effectively and by making people aware of traffic rules.

The Advisor asked officers of traffic police to ensure putting Road Safety Patrol on job at the earliest and training the people on regular basis. There needs to be a working action plan under which various related activities can be taken up for having best traffic management practices in the state, he added.
