12 years on, Bla dist admin fails to release select-list for Class IV posts

Baramulla, Aug 20: Call it red-tapism or callousness, the final selection list of Class IV posts advertised in 2006 has not been made public by the district administration even after nearly 12 years despite huge outcry.

As if delay in conducting interviews was not enough, the district administration despite umpteen assurances that list will be published “soon”, “within week’s time”, “in the first week of this month” has failed to keep its promises. It seems the officials at DC office Baramulla are answerable to none!

In 2006, the district administration Baramulla invited applications for various Class IV posts (advertisement notification 04/DDC of 2006, dated 18-10- 2006, under endorsement no. DDCB/2006 Class 4th/8522-35, dat­ed 19-10-2006). But till date the final list of the selected candidates is yet to be made public.

“Thousands of candidates waiting for the selection list have been visiting the District Commissioner’s office to find out about it, but every time they have to return disappointed. They approached media and when the issue was highlighted, the administration gave false assurances to media too,” said a group of aggrieved job aspirants.

“We have been waiting for the last 11 years for this list; our interviews were conducted in many ways which took years. We failed to understand why the district administration is deliberating delaying this recruitment for such a long time,” the group said.

“The selections were promptly made in other districts and people there are now working in the different departments, but the ill-fated candidates of Baramulla are being punished for unknown reasons. We are traumatised,” they said.

“Different criteria were made for filling up the Class IV posts, all of which we cleared. Interviews were held in two phases, one in 2008 and another in 2009, but we don’t know why the final list is pending though administration claims it is ready. What hinders them to making it public?”

Recently (on 1st July 2018), the Government’s Grievance Cell sought the report from Director Planning Baramulla after aspirants registered a complaint. The DC office informed the Grievance Cell that list will be published by or before July 15. However, over a month has passed since but the list has not been issued, the aggrieved candidates said.

Since past several years, District Development Commissioner Baramulla, Dr Nisar Ahmad Naqash has been assuring these aspirants that list will be made public “within a week”, “very soon,” and recently on record DC Baramulla told media that list will be made public in the “first week of August”.

“Approximately six to seven thousand candidates had applied for these 234 posts and some of them have by now crossed their upper-age limit,” said an aspirant Shabir Ahmed.

“Though the list is ready now, the delay is due to ailment of a family member of one of the selection committee members,” Deputy Commissioner, Baramulla, Nasir Ahmad Naqash told media.

“What stops administration from making the list public — it seems there have been massive bungling in the selection and that is why they are shying away from publicizing it,” a candidate Abdul Rashid rued.

“Earlier due to the repeated interference by the political parties, the list was put on hold. However, following the Governor’s rule in Jammu and Kashmir, a ray of hope has emerged for us. But the dilly-dallying by the district administration is dashing such hopes,” the aggrieved people say.

They have appealed to the Governor to intervene in the issue.
