SRINAGAR: Chief Minister Omar Abdullah on Monday introduced five Bills in the Jammu and Kashmir Legislative Assembly during the ongoing Autumn Session, including amendments to laws governing Goods and Services Tax (GST), salaries and pensions of legislators and ministers, and a proposed legislation aimed at decriminalising and rationalising certain offences.
Abdullah, who also holds the Finance portfolio, introduced the Bill to amend the Jammu and Kashmir Goods and Services Tax Act, 2017. The legislation has been designated as L.A. Bill No. 12 of 2026.
In his capacity as Minister for Law, Justice and Parliamentary Affairs, the Chief Minister also introduced a Bill to amend the Jammu and Kashmir Ministers’ and Ministers of State Salaries Act, 1956. The proposed legislation has been designated as L.A. Bill No. 13 of 2026.
Another Bill introduced by Abdullah seeks amendments to the Salaries and Allowances of Members of the Jammu and Kashmir State Legislature Act, 1960. The measure, designated as L.A. Bill No. 14 of 2026, deals with matters related to salaries, allowances and connected provisions concerning members of the legislature.
The Chief Minister also introduced L.A. Bill No. 15 of 2026, which proposes amendments to the Jammu and Kashmir State Legislature Members’ Pension Act, 1984, along with related and incidental matters.
In addition, Abdullah tabled L.A. Bill No. 16 of 2026, which seeks to amend certain enactments to decriminalise and rationalise offences, promote ease of living and ease of doing business, and repeal specified laws.
All five Bills had been published earlier in extraordinary issues of the Official Gazette before being introduced in the House.
