The decision to establish a structured policy marks a shift from fragmented rules to a codified system that defines tenure, compliance and accountability. By retaining ownership with the state while granting leases for defined periods, the framework secures housing needs while protecting public assets.

The proposed system introduces digital registers, e-auctions and district-level oversight, replacing opaque practices with traceable processes. Direct allotment for weaker sections ensures access, while competitive bidding for others creates fairness. Lease renewal tied to compliance and planning norms prevents misuse and aligns housing with development objectives.
