The plan to make India drug-free by 2029 is being positioned as a national security and social stability priority. It rests on four pillars: intelligence-based enforcement, control of synthetic drugs, demand and harm reduction, and capacity building. Dedicated anti-narcotics task forces have been set up in all states and union territories, linked to a national coordination mechanism. Narcotics bureau has been reorganised with enhanced manpower and zonal presence, while joint committees enable central and state agencies to act together against international networks.

Youth are at the centre of this effort as the vision of a developed nation by 2047 is tied to the idea that a drug-free generation will drive progress. Awareness campaigns, counselling, rehabilitation, and livelihood opportunities are being integrated with enforcement. Helplines such as MANAS have been introduced to support those struggling with addiction, signalling that prevention and reintegration are being treated as seriously as enforcement.

The campaign is linked to broader internal security measures as in Jammu and Kashmir, the decline of terrorism and separatist sentiment after the abrogation of Article 370 has created space for a focus on narcotics. Local police units are connected to national task forces, and rehabilitation programmes are being expanded to prevent drugs from replacing the networks of violence that once destabilised the region. The same model of combining security, development, and trust has been applied in the Northeast through peace accords and in central India through the end of Left-Wing Extremism.

Agencies are working with Interpol and foreign governments to bring fugitives back, recover assets, and close operational gaps. Between 2019 and 2026, 274 criminals were returned from abroad, and assets worth over Rs 17,000 crore were attached. This reflects recognition that narcotics networks operate across borders and require global coordination.

The plan also extends into cybercrime prevention, border and coastal security, and the implementation of new criminal laws. Rising conviction rates and improved coordination among agencies suggest that enforcement is being backed by institutional reforms. Cyber system has already been used to prevent financial losses in millions of complaints, showing how technology is being integrated into the wider security framework.

Targets set for 2026 and 2027, including the destruction of secret laboratories and visibility of supply chains, show that the campaign is being measured against specific milestones. The mission-mode approach to bringing back fugitives and recovering assets signals that accountability is being pursued alongside prevention.

The larger message is that internal security and social stability are inseparable from the fight against narcotics. By combining enforcement with rehabilitation, and linking national progress to the health and productivity of youth, the campaign seeks to ensure that the country enters its centenary of independence with a strong foundation. The roadmap to 2029 is not only about eliminating drugs but also about securing the conditions for a developed nation in 2047.

The challenge lies in sustaining momentum beyond enforcement. Synthetic drugs and cross-border trafficking networks evolve quickly, requiring constant adaptation. Rehabilitation programmes must also expand in scale to match the reach of enforcement, otherwise the cycle of addiction will continue. The balance between punitive measures and reintegration will determine whether the campaign achieves its stated goals.

The effort to link narcotics control with broader internal security achievements is significant. Terrorism, insurgency, and extremism have been addressed through coordinated strategies combining security, development, and trust. Applying the same framework to narcotics reflects an understanding that social stability depends not only on ending violence but also on preventing addiction. The test will be whether the targets set for 2029 translate into lasting change on the ground.
