SRINAGAR, Aug 25: Jammu and Kashmir has accelerated the digitisation and updation of land records under the Digital India Land Records Modernization Programme (DILRMP), with the verified database being prepared for integration with the Government of India’s AgriStack framework aimed at improving delivery of agricultural and revenue services.
The Revenue Department, in collaboration with BISAG-N, is digitising nearly 70 lakh land parcels. More than 2,500 revenue officials have been assigned role-based access for data entry, verification and approval as part of a comprehensive exercise involving digitisation, updation, public scrutiny and authentication of land records.
Officials said the initiative goes beyond scanning physical records, with a dedicated software platform creating a searchable and updatable digital database. A three-tier Maker–Checker–Approver mechanism has been adopted, under which Patwaris enter data, Girdawars or Naib Tehsildars verify records, and Tehsildars grant final approval, ensuring accountability and minimising errors.
To strengthen transparency, over 6,800 village-level camps have been organised for public verification of Jamabandis, while digitised records have been made available through the JK Zameen Sudhaar portal. More than 13 lakh corrections have been carried out based on public feedback and verification exercises.
The department has also incorporated around seven lakh pending mutations into the digitised Record of Rights to ensure records remain updated.
As part of AgriStack integration, 31.26 lakh khasra records have been converted into machine-readable owner-extent formats, enabling accurate linkage of farmers with their landholdings. Farmers can authenticate details through e-KYC, verify their land records and obtain a Farmer ID after completing the verification process.
The government said the initiative will improve access to revenue services, enhance transparency in land administration and support targeted delivery of agricultural schemes, subsidies, insurance, credit and disaster-relief measures.
Officials described the exercise as a transition from simple digitisation of records to the creation of a verified and farmer-validated digital land information ecosystem aimed at strengthening both revenue administration and agricultural service delivery across Jammu and Kashmir.
