Srinagar: The State Executive Committee (SEC) of the Department of Disaster Management, Relief, Rehabilitation and Reconstruction (DMRR&R), chaired by Chief Secretary Atal Dulloo, on Tuesday approved disaster recovery and reconstruction projects worth Rs 664.54 crore across Jammu and Kashmir under the Post-Disaster Needs Assessment (PDNA) assistance sanctioned by the Centre.
The approved package covers restoration of 1,227 infrastructure works and reconstruction of 8,804 fully and severely damaged houses across the Union Territory.
Reviewing departmental action plans, the SEC cleared interventions aimed at rebuilding damaged public infrastructure, restoring essential services, reviving livelihoods and enhancing disaster resilience.
Dulloo directed departments to ensure timely and effective utilisation of funds, stressing that the recovery programme should focus on building stronger and more resilient infrastructure rather than merely restoring what was lost. He also called for strict adherence to timelines and quality standards.
According to officials, Rs 188.35 crore has been earmarked for reconstruction of damaged houses, with funds to be routed through Deputy Commissioners. The School Education Department has been allocated Rs 29.28 crore for 175 restoration works.
The Jal Shakti Department will receive Rs 118 crore for 21 water supply projects, while Rs 196.45 crore has been sanctioned for 61 flood protection and safety works under the Irrigation and Flood Control Department.
The Tourism Department has been allocated Rs 32.63 crore for 75 projects aimed at restoring tourism assets and heritage sites, while the Forest, Ecology and Environment Department will receive Rs 99.83 crore for 895 ecological restoration and conservation works.
The projects will be implemented in line with national recovery and reconstruction guidelines and NDMA-prescribed disaster-resilient standards, with a focus on the “build back better” approach.
Officials said the recovery package forms part of a broader Rs 1,416 crore departmental plan for 2026-27 and is aimed at rebuilding infrastructure, restoring livelihoods and strengthening disaster preparedness across Jammu and Kashmir.
