Srinagar: The Anti-Corruption Bureau (ACB) has registered a case against several former officials and private beneficiaries over alleged irregularities in granting building permissions and encroachment of government land in Rajbagh, Srinagar.
According to an ACB statement, FIR No. 10/2026 was registered after a Joint Surprise Check and subsequent verification into allegations of illegal construction of a multi-storey building in the flood basin/fringe area of the River Jhelum.
The verification allegedly revealed irregularities in the grant and subsequent modification of building permissions, including a substantial increase in the plinth area and building height without obtaining mandatory no-objection certificates (NOCs) from the concerned departments.
The probe also allegedly found encroachment of around 2.9 kanals of State/Kahcharai land and construction over drainage infrastructure and within the prohibited river-fringe area, the ACB said.
The FIR names former Senior Town Planner of Srinagar Development Authority (SDA) Muneer Ahmad Khan, former Joint Commissioner Planning of Srinagar Municipal Corporation (SMC) R.K. Tutoo, former In-charge Assistant Town Planner SMC Ulfat Jan, other concerned officials, and beneficiaries Gulzar Ahmad Sheikh and Parveena Akhter.
According to the ACB, the accused have been booked on allegations of abuse of official position, criminal conspiracy and facilitating unauthorised construction and encroachment.
The case has been registered under Section 5(1)(d) read with Section 5(2) of the Jammu and Kashmir Prevention of Corruption Act, Samvat 2006, and Sections 447-A, 468 and 120 of the Ranbir Penal Code (RPC), along with other applicable provisions.
Further investigation is underway, the ACB said.
