Srinagar: Lieutenant Governor Manoj Sinha on Wednesday summoned the legislative assembly for its Autumn Session from September 21.
Invoking powers conferred under the Jammu and Kashmir Reorganisation Act, 2019, Sinha summoned the legislative assembly to meet for the Autumn Session at 10 am on September 21, officials said.
The assembly last met for its Budget Session in February-March this year.
An official of the legislative assembly said the duration of the session has not been decided yet.
The scession is supposed to be very stormy with opposition parties readying themselves to target the ruling class.
But, at the same time, there could be severe confrontations between the opposition parties as they have been disagreeing on plethora of issues.
While Valley based parties are expected to tear each other out, the main opposition, BJP, is going to have a field day, experts say.
In a bulletin released today, the Assembly Secretariat quoted the LG’s order: “I, Manoj Sinha, Lieutenant Governor of Union Territory of Jammu and Kashmir, in exercise of the powers conferred upon me under Section 18(1) of the Jammu and Kashmir Reorganization Act, 2019, do hereby summon the Legislative Assembly for the Union Territory of Jammu and Kashmir to meet at Srinagar on Monday, the 21st of September, 2026 at 10:00 AM.”
A separate bulletin issued by the Secretariat directed that each MLA shall submit not more than four starred and four unstarred questions, along with one bill, by or before August 25, 2026. Members have also been asked to submit not more than two resolutions by September 5, 2026.
Meanwhile, the LA Secretariat has ordered that meetings and other affairs of the Financial and other Committees of the House shall remain suspended with effect from August 22, 2026, in view of the commencement of the autumn session.
Meanwhile, a controversy has erupted over the ‘question quota’ of MLAs for the upcoming autumn session of the Jammu & Kashmir Legislative Assembly, with Peoples Conference legislator Sajad Gani Lone accusing the Speaker of restricting the rightful quota of legislators.
In a post on X, Lone cited the Rules of Procedure and Conduct of Business in the J&K Legislative Assembly and said that the move to reduce the number of questions (to be asked the legislators) sets a bad precedent and defeats the purpose of legislative oversight. He urged the Speaker to restore the quota in line with the rules.
“I urge Speaker Sahab, who is the custodian of the House, to kindly review his decision and restore the rightful question quota of members, in accordance with Rule 45,” Lone said.
Rule 45 provides that each member is entitled to 20 questions during a budget session — 10 starred and 10 unstarred; and 10 questions during a non-budget session — five starred and five unstarred. However, as per the bulletin issued by the Assembly Secretariat, members have been asked to submit only eight questions in total — four starred and four unstarred. (KNO)
