Srinagar: The Housing and Urban Development Department (HUDD) has extended the Jammu and Kashmir Unified Building Bye-Laws, 2021 (JKUBBL) to all existing colonies developed by the Jammu and Kashmir Housing Board (JKHB), bringing revised planning and development norms aimed at easing construction and improving citizen services.
According to an order issued on July 24, the provisions of the Unified Building Bye-Laws, as amended from time to time, will now apply to all existing Housing Board colonies. The notification also prescribes revised planning and development norms for future JKHB housing projects.
Under the revised framework, demand-driven land use will be permitted for activities not included in the prescribed negative list. Mixed land use, including vertical and horizontal mixed-use development on notified roads, has also been allowed to facilitate integrated residential and commercial development.
The revised norms permit utilisation of additional Floor Area Ratio (FAR) along with reduced setback requirements to enable more efficient use of residential plots. The department said the changes are intended to optimise land use and improve urban planning and infrastructure.
The notification also provides for faster processing of building permissions through the AutoDCR system, which enables online scrutiny of building plans. A self-certification and auto-approval mechanism will allow automatic generation of building permits through the online portal, reducing procedural delays.
Officials said the revised framework also simplifies the process for grant of building permissions and issuance of Occupancy Certificates, with the aim of improving transparency and ease of compliance.
