Srinagar: The Jammu and Kashmir government has constituted a high-level committee to examine the career progression of Panchayat Accounts Assistants (PAAs), a move aimed at addressing the long-pending service concerns of the cadre.
According to Government Order No. 109-JK (RD&PR) of 2026, issued by the Rural Development and Panchayati Raj Department, the five-member committee has been tasked with preparing a comprehensive proposal on the Assured Career Progression (ACP) of Panchayat Accounts Assistants.
The committee will be headed by the Director, Rural Development, Kashmir. Its members include the Director Finance, RDD≺ Additional Secretary (Works), RDD≺ Deputy Legal Remembrancer (P), RDD≺ and Under Secretary (R), RDD&PR, who will serve as Member Secretary.
The panel has been asked to examine all aspects related to the issue and submit its recommendations, along with the relevant records, to the Administrative Department within the stipulated timeframe.
The decision is expected to benefit around 1,700 Panchayat Accounts Assistants, who have been awaiting a structured career progression framework, including service rules and promotional avenues, since their recruitment through the Jammu and Kashmir Services Selection Board (JKSSB).
Secretary, Rural Development and Panchayati Raj Department, Mohammad Aijaz Asad, said the committee had been constituted to undertake a comprehensive examination of the issue and submit time-bound recommendations for consideration by the government.
He said the initiative reflected the department’s commitment to addressing the service concerns of Panchayat Accounts Assistants through a structured and consultative process.
The Secretary also highlighted the role of Panchayat Accounts Assistants in managing financial operations at Block Development Offices and implementing rural development programmes, including PMAY-G, Swachh Bharat Mission (Grameen) and other centrally sponsored schemes.
