Srinagar: Director Panchayati Raj Riyaz Ahmad Wani on Wednesday reviewed the implementation of various components under the Rashtriya Gram Swaraj Abhiyan (RGSA) and directed officials to complete pending works within stipulated timelines.

According to an official statement, the meeting was attended by Assistant Commissioners Panchayat, Executive Engineers and officials from the State and District Panchayati Raj Resource Centres.

The Director reviewed the progress of Panchayat Ghars, Panchayat Learning Centres (PLCs), Gram Panchayat Development Plans (GPDPs), the Mera Gaon Meri Dharohar initiative and fund utilisation under the scheme.

Officials informed the meeting that land had been identified for 577 of the 640 proposed Panchayat Ghars, while 269 buildings had either been completed or reached an advanced stage of construction. Wani directed districts to resolve land-related issues, expedite tendering and execution, and submit reports on projects stalled due to land disputes or non-availability of land.

He also instructed districts to provide realistic completion timelines for ongoing works and pursue alternative land wherever required.

Reviewing Panchayat Learning Centres, Wani said 20 centres are functional across the Union Territory and 41 more have been sanctioned. He directed officials to utilise the centres for capacity building, digital learning and training of Panchayati Raj Institutions and self-help groups.

On Gram Panchayat Development Plans for 2026-27, the Director asked districts to conduct Gram Sabhas on time, prepare Sustainable Development Goal (SDG)-aligned plans and upload them on the e-GramSwaraj portal before the deadline.

The meeting was informed that documentation under the Mera Gaon Meri Dharohar initiative had been completed in 6,419 of the 7,465 villages. The Director directed the remaining districts to complete the exercise at the earliest and also stressed timely utilisation and reporting of RGSA funds, the statement added.
