Srinagar: The State Executive Committee (SEC), chaired by Chief Secretary Atal Dulloo, on Monday approved disaster recovery projects worth ₹751.46 crore under the Post Disaster Needs Assessment (PDNA) framework to restore infrastructure damaged during the 2025 disasters across Jammu and Kashmir. The projects, covering more than 1,000 works, span key sectors including roads, power, education, health, agriculture and social welfare.
Chairing the second SEC meeting for 2026-27 under the Disaster Management framework, the Chief Secretary reviewed proposals aimed at accelerating post-disaster reconstruction, strengthening disaster preparedness and enhancing the Union Territory’s emergency response capacity. The meeting was attended by Administrative Secretaries, Divisional Commissioners, senior Finance Department officials, officers of the Department of Disaster Management, Relief, Rehabilitation and Reconstruction (DMRRR), and representatives of other stakeholder departments.
The committee approved 1,033 recovery projects worth ₹751.46 crore under PDNA funding for reconstruction and restoration of critical public infrastructure damaged during the disasters of 2025. The approved works relate to the sectors of Roads and Bridges, Power, School Education, Health, Social Welfare and Agriculture Production and will be executed in accordance with the Recovery and Reconstruction Guidelines, approvals issued by the Ministry of Home Affairs (MHA), recommendations of the National Disaster Management Authority (NDMA) and the PDNA report.
The meeting was informed that the High-Level Committee (HLC) of the Government of India had approved ₹1,534.58 crore for Jammu and Kashmir based on the recommendations of the NDMA and the Sub-Committee of the National Executive Committee for post-disaster recovery.
The SEC also approved an additional ₹33.19 crore worth of recovery projects for Ramban district following the April 2025 disaster. The sanctioned works cover the sectors of Education, Animal Husbandry and Livestock, Roads and Bridges, Housing, and Irrigation & Flood Control, and are aimed at restoring essential public infrastructure and services in the affected areas.
To strengthen disaster preparedness and improve emergency response mechanisms, the committee approved the release of State Disaster Response Fund (SDRF) assistance to all District Disaster Management Authorities (DDMAs) and Divisional Commissioners. Under the approved package, ₹2 crore each will be provided to every DDMA, while ₹1 crore each will be released to the Divisional Commissioners of Jammu and Kashmir divisions to meet emergent disaster management requirements and enhance institutional preparedness.
During the meeting, the Chief Secretary directed all implementing departments to ensure the timely execution of approved projects while maintaining prescribed technical standards, transparency and quality so that affected communities receive the intended benefits without delay.
He also instructed departments whose project proposals are still pending despite the approval of funds by the Ministry of Home Affairs to submit them within the next few days, stressing that the entire allocation sanctioned for Jammu and Kashmir should be fully utilised in a planned and efficient manner.
Emphasising the need to build resilient infrastructure and strengthen institutional preparedness against future disasters, Dulloo said effective utilisation of the approved funds and timely completion of projects would significantly enhance Jammu and Kashmir’s disaster resilience while ensuring faster recovery for affected communities.
The meeting reaffirmed the government’s commitment to strengthening the Union Territory’s disaster management framework through sustained investments in recovery, preparedness and capacity building to safeguard lives, livelihoods and critical infrastructure across Jammu and Kashmir.
