SRINAGAR: Chief Secretary Atal Dulloo on Thursday directed all government departments to expedite the revision of Recruitment Rules (RRs), rationalize departmental cadres and ensure the timely conduct of Departmental Promotion Committees (DPCs) to improve administrative efficiency and service delivery across Jammu and Kashmir.
Chairing a high-level meeting of Administrative Secretaries, the Chief Secretary reviewed the status of updation of Recruitment Rules for Gazetted and Subordinate Services and assessed progress in holding DPCs for government employees.
During the meeting, Dulloo emphasized the need to revise Recruitment Rules in line with evolving governance requirements and technological advancements. He observed that the nature of public administration and service delivery has changed considerably over the years, necessitating a review of existing departmental structures.
He stressed the importance of identifying redundant posts and strengthening positions critical for efficient functioning of departments. To undertake this exercise systematically, he directed the constitution of a core team under the Commissioner Secretary, ARI and Trainings Department, with representatives from the General Administration Department (GAD), Finance Department, Law Department and concerned departments. The team will review departmental cadres and manpower requirements to ensure optimum utilization of human resources.
The Chief Secretary said updated Recruitment Rules are essential for improving administrative efficiency, ensuring transparent career progression and facilitating the induction of skilled manpower suited to modern governance needs. He directed all departments to finalize the revision of Recruitment Rules within stipulated timelines.
Reviewing the status of Departmental Promotion Committees, Dulloo stressed the need for timely and regular conduct of DPCs to facilitate career advancement and maintain employee motivation. He directed departments to remove bottlenecks and ensure eligible employees receive promotions without undue delay.
The meeting also discussed the framework and skill requirements for recruitment of Multi-Tasking Staff (MTS). Deliberations focused on the work of a committee constituted by the General Administration Department to examine the issue and formulate recommendations for future recruitment.
Additional Chief Secretary, Finance Department, Shailendra Kumar, advised Administrative Secretaries to clearly define the skills and competencies required from MTS personnel in their respective departments. He said this would help assess the evolving role of MTS employees and support informed decisions regarding recruitment, deployment and capacity building.
Commissioner Secretary, General Administration Department, M. Raju, informed the meeting about the number of DPCs conducted across departments and presented details of employees promoted since October 2025. He highlighted pending litigation and delays in updating seniority lists as key challenges affecting timely promotions in several departments.
Earlier, Commissioner Secretary, ARI and Trainings Department, Shabnam Kamili, gave a detailed presentation on the status of Recruitment Rules under examination. She informed the meeting that several cases had been referred back to departments for compliance with observations and urged them to resubmit revised proposals for expeditious processing.
The meeting also reviewed the functioning of the online portal developed for processing Recruitment Rules. Officials informed that several departments have already submitted proposals through the portal and all technical issues affecting its operation have been resolved. Extensive capacity-building programmes have also been conducted to enable departmental officers to use the portal effectively.
Reiterating the government’s commitment to modernizing human resource management, streamlining service structures and ensuring timely promotions, the Chief Secretary said these measures would contribute to better governance and improved public service delivery across Jammu and Kashmir.
