The Jammu and Kashmir Road Transport Corporation has been directed to provide sufficient buses for employees on May 1 and May 3, with advance booking of tickets to begin from April 20.
Each convoy will be accompanied by a crane, two empty buses and mobile workshops to deal with any breakdowns during the journey.
Jammu and Kashmir Police will escort the convoys and ensure priority passage through the Dr. Syama Prasad Mookerjee Tunnel and the Banihal-Qazigund Tunnel.
The government has also directed the Health and Medical Education Department to make healthcare arrangements at Jhajjar Kotli, Udhampur, Chenani, Ramban, Ramsu, Banihal and Qazigund during the move period.
Employees have been instructed not to occupy government or municipal accommodation without proper allotment. However, they will be allowed to retain their Jammu accommodation for family use under the prescribed rules.
Ration counters for move employees will be established in Srinagar.
The government has sanctioned a uniform Special Move Travelling Allowance of Rs 25,000 for employees undertaking the move within the stipulated period. Advance salary for April will be drawn on April 29.
The order said leave during the move period will be granted only in exceptional circumstances, although Jammu-based employees opting not to move immediately will be entitled to three days of special casual leave.
The General Administration Department will establish the Summer Secretariat in Jammu, while all departments have been directed to detach attached staff before April 27.
Office timings after reopening in Srinagar have been fixed from 9:30 am to 5:30 pm for the Civil Secretariat and departments housed within the Secretariat complex, and from 10:00 am to 4:30 pm for offices located outside the Secretariat, which will observe a six-day working week.
