Jammu: The Anti-Corruption Bureau (ACB) Jammu on Wednesday registered a case against a former Managing Director and a serving Deputy General Manager of the Jammu and Kashmir Small Scale Industries Development Corporation (SICOP) in connection with alleged illegal appointment, regularisation, and promotion.
ACB Jammu registered FIR No. 01/2026 under Section 5(1)(d) read with Section 5(2) of the J&K Prevention of Corruption Act, Svt. 2006, and Section 120-B of the RPC at Police Station ACB Jammu against R.K. Razdan, then Managing Director, SICOP Jammu (now retired), Kunal Choudhary, presently Deputy General Manager (DGM), SICOP Jammu, and others.
According to the ACB, verification revealed that R.K. Razdan, while functioning as MD SICOP, allegedly abused his official position and, in criminal conspiracy with others, engaged Kunal Choudhary as a Technical Assistant on a temporary basis for six months without issuing any advertisement or inviting applications from eligible candidates. The engagement was allegedly made on a pick-and-choose basis, without following due procedure.
The ACB further said that after completion of six months of temporary service, Kunal Choudhary was allegedly regularised without meeting the prescribed eligibility criteria and in the absence of any government policy or sanction permitting such regularisation, rendering the appointment arbitrary and illegal.
It was further alleged that he was subsequently promoted to the post of Manager without any advertisement and without considering the seniority of other eligible candidates.
According to the ACB, by acting in this manner, the then MD SICOP, in alleged criminal conspiracy with others, conferred undue benefits upon the beneficiary in the form of salary, allowances, and seniority, contrary to service rules. The beneficiary has since risen to the post of Deputy General Manager, SICOP Jammu.
The ACB said further investigation is underway.
