RRU Gujarat, University of Ladakh Sign MoU

Leh: Rashtriya Raksha University (RRU), Gujarat, and the University of Ladakh (UOL) on Friday signed a Memorandum of Understanding (MoU) at Lok Niwas, Leh, in the presence of Lieutenant Governor of Ladakh, Kavinder Gupta, marking a significant step towards strengthening security education, academic cooperation, and capacity building in the region.

The MoU was signed in the presence of senior officials from both institutions. UOL was represented by Vice Chancellor Prof. Dr. Saket Khushwah, Registrar Nawang Tundup, and Dean Academic Affairs Dr. Subrat Sharma, while RRU was represented by Dr. Mahesh A. Tripathi, Director, J&K Campus, and Research Officer Aman Kumar Thakur. RRU Vice Chancellor Prof. Dr. Bimal N. Patel joined the ceremony virtually.

Addressing the gathering, the Lieutenant Governor appreciated RRU’s contributions in national security education, policing, cyber security, counter-terrorism, and psychological resilience. He noted that Ladakh’s strategic location and unique terrain require specialised academic and training interventions and encouraged RRU to explore the possibility of establishing a dedicated campus in the region.

The MoU envisages wide-ranging collaboration, including joint degree programmes, skill-based diploma and certificate courses, research initiatives, faculty and student exchanges, and capacity-building programmes in areas such as national security, forensic psychology, cyber studies, behavioural sciences, disaster management, and governance.

Both universities have already initiated discussions with Indian Army formations, including 1 Corps and 14 Corps, to design programmes focusing on mental fitness, psychological resilience, and emotional well-being for troops deployed in high-altitude and harsh operational environments. Similar collaborations are planned with the Ladakh Police.

As part of student empowerment initiatives, UOL announced the nomination of ten girl students from Ladakh for a six-month Fire Safety and Emergency Response Programme, commencing in January 2026, an initiative proposed by RRU. The LG appreciated the programme, highlighting its role in enhancing employability and promoting women’s participation in safety and disaster-management sectors.

The partnership will also explore high-altitude research in psychology, physiology, environmental security, strategic studies, and disaster resilience, leveraging Ladakh’s unique geographical conditions.

The MoU marks the beginning of a long-term academic partnership aimed at aligning regional needs with national priorities, strengthening institutional capacity, and creating new educational and career opportunities for Ladakh’s youth.
