GMC Sgr holds GeM training for DDOs, H&ME officials

SRINAGAR: Government Medical College Srinagar today conducted the GeM Training Programme for DDOs, dealing assistants, and officials of the Health and Medical Education Department, Kashmir Division, inaugurated by Principal and Dean, Government Medical College Srinagar, Prof. Dr. Iffat Hassan Shah.

On the occasion, Prof. Dr. Iffat Hassan Shah appreciated the initiative and added that capacity building improves digital governance in the health sector. She said that GeM adoption is a statutory requirement under GFR 2017 and an essential tool for transparency and financial discipline in procurement. She asked participants to stay attentive, raise questions, and apply these skills in their offices to strengthen procurement and service delivery.

Chief Accounts Officer, GMC Srinagar,  highlighted dynamic pricing, e bidding, reverse auctions, standard catalogues, automated contracts, secure payments, and vendor rating. She added that officials must understand the bid life cycle, product category codes, procurement modes, demand creation, purchase preferences, BoQ-based and custom bidding, OEM mapping, and GARPTS.

Resource Person from Government e Marketplace, Ministry of Commerce, covered user role assignment, profile validation, demand creation, bid creation, direct purchases, BoQ-based and custom bidding, reverse auctions, bid evaluation, OEM and seller mapping, contract generation, consignee activities, CRAC issuance, PFMS-linked invoice processing, dashboard analytics, MIS reporting, and audit trails. Rule 149 of GFR 2017 was explained and the role of GARPTS in market analysis. Participants asked technical questions on workflow, documentation, and compliance. He addressed each question with clarity.

The programme was attended by Administrator GMC Srinagar, Personnel Officer GMC Srinagar, Deputy Director Planning GMC Srinagar and officials from different departments.
