Ensure emphatic, responsive, prompt administration: CS to Officers

SRINAGAR, JULY 13: Asking the officers to ensure an emphatic, responsive and prompt administration, the Chief Secretary,  BVR Subrahmanyam today said that all the pending issues of public importance in various Departments must be processed in the right earnest for consideration of the competent authority.

“The Administrative Secretaries should immediately identify the core issues of public importance in their respective departments and address the same within set timelines,” the Chief Secretary said at a brief interaction with the Administrative Secretaries here this afternoon.

Calling upon the Administrative Secretaries to be more empathetic and responsive, the Chief Secretary said the officers should use their positions effectively to reinforce prompt response to the issues of public importance. “Administration is key to translate the government’s developmental and governance policy into a reality and the government functionaries at all levels have to come up to the best expectations of the people,” he maintained.

The Chief Secretary asked the Administrative Secretaries to submit the requisite compliance reports on identified key issues as per the timelines fixed by the General Administration Department (GAD) during the past few weeks.

Emphasizing the importance of Administrative Secretaries to be available at the headquarters for assured public services delivery and address of grievances, the Chief Secretary asked them not to extend their stay on tours outside the state and scrupulously follow the circular instructions issued by the General Administration Department in this regard scrupulously. “In their requests for deputation, the Administrative Secretaries should clearly indicate their date of departure/date of return,” he said and added that the administrative secretaries should work out a calendar so as to balance their commitments within the state and official tours outside J&K.

He said all inter-departmental committees comprising administrative secretaries of different departments should be constituted under the orders of the GAD, as required, under the J&K Government Business Rules.

All the Administrative Secretaries were present at the meeting.
