“As per the records made available/seized by the enquiry committee, it has transpired till date that an amount to the tune of 1,1169295 crore have been embezzled as reported by the departmental enquiry committee,” says Directorate of Health Services Kashmir (DHSK) in response to an RTI.

RTI response adds that Vigilance Organisation Kashmir had registered a case into the matter and DHSK had framed a committee vide order No. 533/NG of 2018 dated 14-03-2018 to held departmental enquiry.

About final outcome of investigation, DHSK in the RTI reply says that departmental enquiry has not been finalized. “Dr Anjum Quadir, ex in-charge Block Medical Officer Budgam stands attached to this office till final outcome of the enquiry. The dealing clerk namely Feroze Ahmad Hakak Senior Assistant has already been placed under suspension.”

DHSK further states, “Prima facie Senior Assistant Feroze Ahmad Hakak is observed to be the mastermind behind all this, who has even managed to deceive his DDO namely Dr Anjum Quadir.”

It is pertinent to mention that “Kashmir Images” exposed the embezzlement in March 2018. This newspaper had carried a story titled “Salary of BMO Budgam employees vanishes in thin air” following which a probe was ordered by the concerned department.
