JAMMU: Secretary Cooperatives, Babila Rakwal, today chaired a workshop held on discussion regarding the future trajectory of Primary Agricultural Credit Societies (PACS) post the successful adoption of Model Bylaws.

The workshop, titled “Coop Catalyst: PACS Unleashed,” deliberated on the avenues for diversification and innovation in PACS activities.

With model bylaws already in place, the focus of the workshop was to explore and plan the expansion of PACS into various sectors.

The Secretary discussed the potential for PACS to venture into new territories, including Common Service Centers (CSCs), Pradhan Mantri Jan Aushadhi Kendras (PMJAKs), Pradhan Mantri Kisan Samriddhi Kendras (PMKSY), micro-insurance, social security initiatives and establishing robust backward and forward linkages.

He emphasized the need for a cohesive network among the 537 operational PACS, and urged for a strategic approach towards rationalizing PACS memberships. The vision is for PACS to evolve into dynamic multipurpose entities, working in harmony with other government departments and institutions to deliver comprehensive services, she maintained.

Among others Additional Registrar Cooperative Societies, Jammu, Director Finance, Cooperative Department, Secretariat as well as Joint Registrars, Deputy Registrars and Assistant Registrars actively participated in discussions and deliberations of the workshop.

“The successful adoption of model bylaws sets the stage for an exciting phase of growth and innovation for PACS. This workshop is a forum to collaboratively shape the future activities of PACS, ensuring they become agile and responsive entities meeting the diverse needs of their members,” said the Secretary.

A brief presentation on model bylaws was presented by Rakesh Dubey, Joint Registrar Banking and Finance

The workshop facilitated an open dialogue on strategies for effective implementation, change management and formulation of a roadmap to guide PACS towards becoming dynamic and impactful cooperative entities.
