Proclamation proceedings initiated against ‘active terrorist’ in Baramulla: Police

Srinagar: Police on Sunday informed that together with the Revenue department, they have initiated proclamation proceedings under Section 82 of the Criminal Procedure Code (CrPC) against an “active terrorist” in Baramulla.

In a statement here, the police spokesperson informed that proceedings have been initiated against Abid Qayoom Lone, son of Abdul Qayoom Lone, resident of Wussan Khoie Pattan, who was allegedly involved in several acts of terrorism, and against whom various cases are registered.

The statement quoted Senior Superintendent of Police (SSP) Baramulla Amod Ashok Nagpure as saying that Baramulla Police is committed to uphold the law and to ensure safety and security of the general public. 

“We are working closely with other agencies to follow due process and bring such elements to justice,” he said.

“These proceedings have been initiated against the terrorist who is evading his arrest as an open non-bailable warrant dated 17/08/2023 could not get executed against him. 

“Accordingly, proclamation notice under section 82 of CrPC issued by the Court of Additional Sessions Judge Baramulla dated 09/21/2023 has been pasted and circulated at his residence and other prominent places in his respective native villages along with revenue officials with the directions that the said wanted terrorist shall surrender before investigation officer or court of law otherwise further proceedings will be initiated accordingly against him,” the statement said. 

It said a police party headed by SDPO Pattan and assisted by SHO Police Station Pattan and In-charge Police Post Wussan carried out the exercise in presence of Executive Magistrate Pattan and Sarpanch, Lumerdar, Chowkidar of respective villages.

“Police also used drum beating to inform the general public about the ongoing efforts to apprehend the said active terrorist who is required in connection with investigation of the above-mentioned terror related case,” the statement said.

It said the proclamation proceeding and property attachment are part of a comprehensive effort to address terrorism and maintain the rule of law. “We urge the public to remain vigilant and report information that may assist in the apprehension of the active terrorist,” the statement said.
